Mayer stated that Koelbel mentions in his letter that Broomfield was going to provide an <br />incentive and asked what that incentive was. <br /> <br />Koelbel replied that Sam's Club never really said, other than they were going to receive <br />an incentive and that is why they requested that Koelbel make this request as part of the <br />approval. He stated that they initially suggested a multi-year share of more than fifty- <br />percent. <br /> <br />Mayer asked Koelbel why he was here representing Sam's Club, and for his financial <br />interest in this agreement, as the rebate goes back to Wal-Mart. <br /> <br />Koelbel replied that they have a contractual obligation to complete the contract, which <br />ultimately included a tax rebate. He explained that the Wal-Mart representatives are all <br />out of town and have only been able to attend one of the City Council meetings. <br /> <br />Mayer replied that he was out of town for that meeting. He questioned whether there <br />were any specific figures contained in the contract with Wal-Mart. <br /> <br />Koelbel replied, no. He explained that Koelbel & Wal-Mart had negotiated a contract, <br />with rebate, prior to any finalization with Council. He stated that, at some point, if Wal- <br />Mart had received a unanimous rejection from the Louisville City Council, they might <br />not have gone forward. He stated that, while Koelbel couldn't get an up-front <br />commitment from Council, they did receive very strong indications that a sales tax rebate <br />would be acceptable. They then used that to keep moving forward with Sam's Club. <br /> <br />Mayer questioned why it has taken from June 8, 1998 until now to finalize this. He asked <br />why Koelbel wasn't more assertive in making sure it was taken care of. <br /> <br />Koelbel asked Mayer how he knew that they'weren't. <br /> <br />Mayer asked Koelbel to enlighten him as to how they have been. <br /> <br />Koelbel replied that they wanted to get this done as soon as possible, however, the ball <br />was not in their court. <br /> <br />Mayer asked Koelbel if he had made any formal requests of staff to come forward with <br />an agreement. <br /> <br />Koelbel replied that Jeff Sheets did make some calls to both Sam Light and Bill Simmons <br />to help facilitate this along. He did not know whether there was a formal request made. <br /> <br />Mayer asked when these calls were made. <br /> <br />Koelbel replied they were made right after the June 8, 1998 City Council meeting, as they <br />felt it was best that it be fresh in everyone's mind. <br /> <br />15 <br /> <br /> <br />
