Subsection R - at the end of the sentence, the addition of the phrase "or <br /> store any personal property on Open Space". <br />Council members Muckle and Marsella accepted the amendments. <br />COUNCIL DISCUSSION: Council member Clabots noted the City has limited <br />funds and invasive plantings, such as Russian Olive trees will be removed as <br />funds are available. Council member Muckle agreed a volunteer day in the open <br />space could be a good thing for the City. Council member Sackett stated he <br />hoped the City would not arbitrarily cut down trees in the open space. <br />Mayor Pro Tem Brown asked City Attorney Light to review the Home Rule <br />Charter with respect to permits or licenses. City Attorney Light explained <br />Provision 15-6 of the Home Rule Charter stipulates an approval of the registered <br />electors would be required for any sale, lease, trade, or the grant of licenses or <br />easement of any open space land. <br />Council member Marsella asked if issuing licenses or permits for open space <br />neighborhood gardens would also require a vote of the citizens. City Attorney <br />confirmed it would. <br />Mayor Pro Tem Brown closed the public hearing. <br />VOTE: Roll call vote was taken. The motion carried by vote of 5-1.
