Sycamore Circle, Louisville, CO reported on two <br />conferences he recently attended; the Boulder Valley Re-Iocalization Conference <br />and Expo, where CCTV was represented; and New Partners for Smart Growth. <br />At the later conference, he attended various seminars where the discussion <br />included growth; expansion and development; waste management; building <br />salvage; remanufacturing; advance business retention; reinvesting in natural <br />capital; noise and sound abatement and green building. <br />Randy Luallin, 201 East Street, Louisville, CO stated he requested a list of items <br />from City Council at the January 17 meeting and has not received a response. <br />He apologized to Mayor Pro Tem Brown for comments he made in telephone <br />conversation. He reported on the growth of CCTV public television and requested <br />that Council give CCTV more time to formulate a plan. He offered to donate part <br />of his land for a new studio. He noted Comcast has not kept the commitments <br />for a warning system for the City; one free cable channel for anyone that cannot <br />afford cable TV, wiring the schools, and a yearly or quarterly report. He asked <br />Council to postpone approval of the Comcast Cable TV Franchise Agreement. <br />Mayor Pro Tem Brown requested a Staff briefing on Comcast's alleged violations <br />prior to review of the franchise renewal ordinance. <br />COUNCIL INFORMATIONAL COMMENTS ON PERTINENT ITEMS NOT ON <br />THE AGENDA <br />None. <br />REGULAR BUSINESS <br />ORDINANCE No. 1483, SERIES 2006 - AN ORDINANCE AMENDING TITLE 4 <br />OF THE LOUISVILLE MUNICIPAL CODE, ENTITLED "CITY OPEN SPACE," <br />BY THE ADDITION OF A NEW CHAPTER 4.04 ENTITLED "USE <br />REGULATIONS - CITY OPEN SPACE." - 2nd reading - public hearing <br />(advertised Daily Camera 1/28/06) <br />Mayor Pro Tem Brown requested a City Attorney introduction. <br />City Attorney Light read Ordinance No. 1483, Series 2006. <br />Mayor Pro Tem Brown requested a Staff presentation. <br />Land Management Director Robson explained the City's open space properties <br />are governed by the Parks and Recreation section (Title 14) of the Municipal <br />Code.
