<br /> City Council <br /> Meeting Minutes <br /> February 21, 2006 <br /> Page 11 of 13 <br /> Deputy City Manager Boyd explained Larry Mertes has served as the City of <br /> Louisville's Deputy Municipal Judge since 2002, and is called upon to serve when <br /> Municipal Judge Joss is unable to, either because of a conflict of interest or <br /> because of scheduling conflicts. Mr. Mertes is currently paid $250 per session, <br /> and approval of Resolution No.7, Series 2006 will increase his pay to $275 per <br /> session in 2006, retroactive to January 1. Another increase to $300 per session <br /> will be effective January 1,2007. This change has been reviewed and is <br /> recommended by the legal committee. <br /> Mayor Sisk requested public comment. There were no comments. <br /> MOTION: Council member Clabots moved for the approval of Resolution No.7, <br /> Series 2006, seconded by Council member Brown. Roll call vote was taken. <br /> The motion carried by a vote of 7-0. <br /> RESOLUTION No.8, SERIES 2006 - A RESOLUTION APPROVING A <br /> CONSULTANT AGREEMENT BETWEEN THE CITY OF LOUISVILLE AND <br /> TlsHLERBlsE, INC. TO PROVIDE IMPACT FEE CONSULTING SERVICES <br /> Mayor Sisk requested a Staff presentation. <br /> Deputy City Manager for Governmental Relations Balser reviewed the contract <br /> and scope of work from Tischlerbise (formerly Tischler and Associates) to <br /> calculate the appropriate impact fees related to the need for new capital facilities <br /> resulting from residential development. Council requested the City update the <br /> methodology for its residential fees, which currently requires payment of $1 ,650 <br /> per unit as well a charge of $2.60 a square foot of floor area for the proposed <br /> unit. The scope of work for this Tischlerbise study proposes evaluation of three <br /> residential impact fees for 1) library, 2) parks, open space and trails and 3) <br /> recreation. <br /> The Study will also review the previous study for the transportation, municipal <br /> facilities and police impact fees to determine whether any adjustments are <br /> warranted as a result of the finalized Comprehensive Plan detailing revised <br /> population and development figures. It is anticipated it will take four months to <br /> complete the Study, with a final document available for distribution by spring of <br /> this year. The cost is approximately $89,925 to complete the Study with an <br /> additional $8,150 for preparation of a draft impact fee ordinance and related <br /> procedures. Staff recommended approval of $98,075 to complete the impact fee <br /> study, prepare an impact fee ordinance and authorize the Mayor to sign a <br /> consultant agreement with TischlerBise for such services. <br /> MOTION: Council member Yarnell moved for the approval of the professional <br /> service contract with Tishlerbise, Inc. for the Impact Fee Study.
