<br /> City Council <br /> Meeting Minutes <br /> March 21, 2006 <br /> Page 4 of 15 <br /> These Customer Service Standards were last revised in May of 2004, and were <br /> created for distribution and adoption by members. The Standards establish <br /> uniform requirements for the quality of service cable operators are expected to <br /> offer their customers in the metropolitan area. The Standards incorporate the <br /> Customer Service Obligations published by the Federal Communications <br /> Commission in April of 1993 and customer service standards of cable television <br /> service providers operating in the metro area. Based upon an assessment of the <br /> needs of citizens in the metropolitan area, the GMTC adopted, modified and <br /> created standards specially tailored to members of the Greater Metro <br /> Telecommunications Consortium. <br /> City Attorney Light reviewed the changes to Exhibit B - Customer Service <br /> Standards. Changes were made on pages 1, 8 and 16. He requested Council's <br /> motion include those revisions. <br /> Mayor Sisk opened the public hearing and requested public comment. There <br /> were no comments. Mayor Sisk closed the public hearing. <br /> MOTION: Council member Muckle moved for approval of Ordinance No. 1489, <br /> Series 2006, with revisions to pages 1, 8 and 16, seconded by Council member <br /> Clabots. All in favor. <br /> ORDINANCE No. 1490, SERIES 2006 - AN EMERGENCY ORDINANCE <br /> AMENDING SECTION 2.60.020 OF THE LOUISVILLE MUNICIPAL CODE <br /> REGARDING MEMBERSHIP OF THE PLANNING COMMISSION AND <br /> PROVIDING FOR AN EIGHTH MEMBER OF THE PLANNING COMMISSION <br /> FOR A FIXED TERM <br /> Mayor Sisk requested a City Attorney introduction. <br /> City Attorney Light read Ordinance No. 1490, Series 2006 and explained the <br /> ordinance sets the terms of office for Planning Commission members to be <br /> compliant with the City's Home Rule Charter. The ordinance states the entire city <br /> council shall appoint the planning commissioners, with two members appointed <br /> for two year terms, two members for four year terms, and three members for six <br /> year terms. The terms are staggered, however at the end of each six years a <br /> majority of the planning commissioners' terms will expire. The ordinance creates <br /> one additional, temporary two-year term for a commission member. <br /> Council appointed Tom McAvinew to the Planning Commission in 2002. He was <br /> notified his term would end in January of 2008, however, in January of 2006 he <br /> received notice his term had expired. Section 2 of this ordinance will create an <br /> additional seat on the Planning Commission, bringing the number of members <br /> from 7 to 8 for two years only. Beginning January 16, 2008 the commission will <br /> return to having 7 members. <br />
