Absent: Council member Sackett. <br />RESOLUTION No. 21, SERIES 2006 - A RESOLUTION APPROVING AN <br />AMENDED FINAL PLANNED UNIT DEVELOPMENT (PUD) PLAN FOR <br />LOWE'S HOME IMPROVEMENT WAREHOUSE LOCATED AT 1171 DILLON <br />ROAD, LOT 5, CENTENNIAL V ALLEY, PARCEL L, FILING NO.1 <br />Mayor Sisk requested a Staff presentation. <br />Planning Director Paul Wood reported Lowe's Home Improvement Warehouse, <br />represented by Tom Farlow of APD Engineering is requesting authorization of an <br />amendment to the Lowe's Final PUD Development Plan. The proposed <br />amendment is for the installation of a service drive aisle on the west side of the <br />building for the purpose of a drive aisle for forklifts moving merchandise into the <br />store. The intent is to have these activities currently occurring on the front side of <br />the building to be relocated to the rear of the building to reduce potential conflicts <br />with store customers. The proposed drive aisle would vary in width from <br />approximately 15 feet to 23 feet. <br />Staff recommended disapproval at the Planning Commission March 9, 2006 <br />hearing, based on concerns with locating a large service drive adjacent to a <br />street facing corporate office uses on the other side of that street. Without a <br />screening wall the proposed use did not meet the required design standards of <br />the Commercial Development and Design Standards and Guidelines related to <br />the screening of service, delivery and storage areas. The drive aisle also adds <br />approximately 9,900 SF of additional hard surfaced area to the property, which <br />represents approximately 1.7 percent of the site. <br />The applicant submitted revised plans incorporating a screen wall constructed of <br />concrete masonry units, which will match the materials on the existing building. <br />The proposed wall is 8 feet tall, and includes pilasters spaced 20 feet on center <br />the full length of the wall. The pilasters are 1 '4" wide and project out from the <br />main wall plane and are slightly higher than the main wall. <br />The landscape plan has been revised with this latest submittal. The proposed <br />new drive and associated wall would require the removal of several trees, to be <br />replaced in a greater number with new evergreen trees between the wall and the <br />
