<br /> City Council <br /> Meeting Minutes <br /> May 2, 2006 <br /> Page 7 of 13 <br />Mayor Sisk requested a CCTV presentation. <br />Peter Stewart, 1132 Jefferson Avenue, Louisville, CO stated the requirement for <br />the Board of Directors to be Louisville residents would not be a deal breaker for <br />CCTV. He requested additional language from the Denver contract be used in <br />Louisville's contract. He stated CCTV will receive the $50,000 technical grant <br />and should receive 50% of the PEG fees because citizens were very active in the <br />franchise agreement negotiations. He requested a comprehensive purchase <br />contract for equipment for both public access and the City. <br />Mayor Sisk requested public comment. <br />Cecilia Girz, 4669 Ingram Court, Boulder, CO outlined the management of <br />CCTV. All volunteers are trained to operate cameras and studio equipment and <br />to be directors and producers and each show is a creative effort. It takes a <br />minimum of four people operating cameras to produce a program, and for every <br />one-hour program there is ten hours of staff time. The CCTV volunteers donate <br />their time. <br />Tom Hall, 831 West Conifer Court, Louisville, CO voiced his support for the <br />agreement for public access. He stated he watches and enjoys CCTV programs. <br />John Bollinger, 143 Salina Street, Lafayette, CO thanked Mayor and City Council <br />for their support. He apologized for the criticism the Council received from some <br />of the members of the public. He stated CCTV is excited by the growth of public <br />access television. He stressed it is a lot of work, but CCTV has an agenda to <br />keep public access alive and available. He stated the Board of Directors is open <br />for new candidates. <br />Alan Sobel, 1408 Kennedy Avenue, Louisville, CO spoke against the proposed <br />agreement and stated the contract would put the control of CCTV in the hands of <br />the City. He reviewed sections of the agreement, which illustrated the City's <br />control over CCTV, including programming. He explained public access <br />television is a place to voice one's views, to educate, and to learn. <br />Shanna Barrow, 1123 Lincoln Avenue, Louisville, CO encouraged Council to <br />approve the agreement. She thanked Council for their work and voiced her <br />support of CCTV and her desire to see it grow. <br />COUNCIL COMMENT <br />Council member Yarnell addressed the termination for convenience clause and <br />questioned the benefit to the City. City Attorney Light stated it is a benefit to the <br />City by saving time and the expense of a legal dispute over a breach of contract <br />claim. He explained the contract has a 180-day lead time for the termination. <br />
