All in favor. <br />RESOLUTION No. 24, SERIES 2006 - A RESOLUTION RECOMMENDING <br />DISAPPROVAL OF A FINAL PLANNED UNIT DEVELOPMENT (PUD) PLAN <br />FOR LOTS 6 AND 10, BLOCK 3, COLORADO TECHNOLOGICAL CENTER <br />(CTC) FIRST FILING AND MINOR SUBDIVISION REPLAT FOR LOTS 5, 6, <br />AND 10, BLOCK 3, CTC FIRST FILING (CTC STORAGE) <br />Mayor Sisk requested a Staff presentation. <br />Planning Director Wood explained John King, with SecurCare Self Storage Inc., <br />is requesting authorization of a minor subdivision replat to adjust a property line <br />and combine two existing lots and a final planned unit development (PUD) plan <br />proposing the construction of 5 warehouse/storage buildings totaling 78,000 SF <br />on a 4.9 acre property. The property is located south of Cherry Street between S. <br />Taylor and S. Pierce Avenues and addressedf 483 S. Taylor Ave. and 486 S. <br />Pierce Avenue. The property consists of 2 undeveloped lots (Lots 6 and 10, <br />Block 3) located in the Colorado Technological Center. The properties have <br />frontage on both S. Pierce Avenue and S. Taylor Avenue. <br />The proposed use is for indoor storage and warehousing of vehicles and <br />household or commercial goods and materials. Small storage facilities and <br />warehousing are permitted uses in the Industrial zoning district. The ownership <br />model was based upon a condominium proposal. Each unit would be owned <br />individually for either business or personal storage. The unit sizes would range <br />from 900 SF to 1,400 SF. The market for the condominium units would be a mix <br />of households desiring indoor storage for boats, RVs and warehousing for <br />businesses inventory or records retention. <br />The proposal included a sanitary dump station for the convenience of the RV <br />users of the facility. The dump station would not be open to the general public <br />and would be monitored by security cameras. No off street parking is proposed <br />for the use. The applicant is requesting relief for the IDDSG standard which <br />requires 2 spaces per 1,000 SF of gross floor area. The overall site exceeds <br />minimum requirements for landscape coverage with 30 percent coverage (25% <br />minimum). The building construction is to be of pre-cast concrete panels, with a <br />concrete block veneer as an accent element. All building elevations would utilize <br />the same materials and colors. <br />The Planning Commission based their recommendation upon findings regarding <br />the lack of on-site management, the lack of adequate visual access for the <br />Department of Public Safety, the lack of monitoring of the dump station to ensure <br />no illicit dumping would occur, the lack of adequate architectural design and <br />detail, and failure to demonstrate compliance with the Comprehensive Plan. <br />
