<br /> City Council <br />Meeting Minutes <br /> June 6, 2006 <br /> Page 10 of 16 <br />Council member Muckle asked Mr. Schonbrun if he was in agreement with the <br />sidewalk requirements. Mr. Schonbrun confirmed he was. <br />Mayor Sisk and Mayor Pro Tem Brown voiced their support of the project and <br />noted Balfour has been a welcome addition to the City. There was Council <br />consensus. <br />MOTION: Council member Muckle moved to approve Resolution No. 26, Series <br />2006, seconded by Mayor Pro Tem Brown. Roll call vote was taken. The motion <br />carried by a vote of 7-0. <br />RESOLUTION No. 27, SERIES 2006 - A RESOLUTION APPROVING <br />REVISION TO THE HIGHWAY 42 REVITALIZATION AREA COMPREHENSIVE <br />PLAN <br />Mayor Sisk requested a Staff presentation. <br />Planning Director Paul Wood explained the scope of the Highway 42 <br />Revitalization Comprehensive Plan Amendment is limited to the plans, policies <br />and text associated with vehicle and pedestrian circulation plans and conceptual <br />street layouts. The Plan also includes a Framework Plan Map, which is a <br />concept plan depicting one possible alternative for how the area might develop. <br />That Framework Plan provides a fairly high level of detail in site planning in order <br />to communicate the urban design intent for the area. <br />A property owner within the Highway 42, area has expressed his concern over <br />the impact on his property from a potential future local street alignment. In <br />response to those concerns, Staff introduced a concept for amending the <br />Highway 42 Revitalization Area street configuration in a manner that would <br />address the concern of the property owner, while preserving the fundamental <br />policy and planning recommendations of the plan. <br />The concern relates to the location of a proposed street (Caledonia Street <br />extension) access portions of property owned by the Deborski Family. The <br />property is currently developed with a self-storage facility and a food processing <br />facility for the Old Style Sausage Company. Staff prepared a potential revised <br />Highway 42 Revitalization Area Pedestrian and Vehicular Access Plan, which <br />eliminates the direct property impact to the Deborski property. <br />The Louisville Revitalization Commission (LRC) reviewed this potential Comp <br />Plan Amendment and recommended the proposal move forward for further <br />consideration as a formal Comp Plan Amendment. The Planning Commission <br />held a public hearing on May 11, 2006 and adopted a motion recommending <br />support of the Highway 42 Comp Plan Amendment. <br />
