A Council <br />member's absence at a special meeting will not count against them. <br />MOTION: Mayor Sisk moved the budget session scheduled for June 27,2006 <br />be conducted as a special meeting, commencing at 12:00 p.m., at the Louisville <br />Municipal Court. Council member Marsella seconded the motion. All in favor. <br />REGULAR BUSINESS <br />PRESENTATION - PHOTOVOL TAlC FEASIBILITY STUDY FOR NEW <br />LOUISVILLE PUBLIC LIBRARY (ARCHITECTURAL ENERGY <br />CORPORATION) <br />Mayor Sisk requested a Staff presentation. <br />Deputy City Manager Boyd reported on the City's agreement with Architectural <br />Energy Corporation for professional services for the installation of a photovoltaic <br />(PV) power system on the roof of the new Louisville Public Library. The first <br />phase of the three-phase agreement is for completion of a feasibility study, <br />including an evaluation of the preferred type of system and an economic analysis <br />of the system including payback period with available rebates. Should Council <br />decides to proceed with the project, the second phase will include preparing <br />construction documents for bidding out the work to purchase and install the <br />system, and the third phase will be commissioning of the system as it is designed <br />and installed. The contract amounts are as follows: The Feasibility Study - <br />$ 4,120.00; the Design & Bidding of System - $3,790.00; and the System <br />Commissioning - $7,385.00, for a total of $15,295.00. <br />Architectural Energy Corporation (AEC) representatives Tom Hickey and Mike <br />Johnston were directed to provide more information about the feasibility of the <br />PV system, including adding the soft costs to the cost estimate, assuming <br />increasing energy costs for the life of the system, anticipated replacement cost of <br />the inverter, and evaluating larger systems. A new report was prepared, which <br />includes information for the originally proposed 10 kW system, a 25.5 kW system <br />and a 51 kW system. With the addition of project soft costs, the pay-back period <br />for the 10 kW system has increased from 38.9 years to 48.7 years for the <br />discounted payback, even assuming increasing energy costs. The system's life is <br />expected to be 20-25 years. Information presented at the previous meeting <br />estimated that the 10 kW system would produce approximately 20% of the <br />library's power needs. The Renewable Energy Credit of $2.50 per kW is not <br />available for systems larger than 10 kW, increasing the pay-back period for <br />systems larger than 10 kW. AEC staff noted from an economic analysis the costs <br />for solar energy do not make the systems feasible and considerations such as <br />
