Council members Clabots and Marsella <br />accepted the amendment. <br />VOTE: All in favor. Absent: Mayor Pro Tem Brown and Council member <br />Muckle. <br />AN AGREEMENT BY AND BETWEEN THE CITY OF LOUISVILLE AND EDGE <br />CONSUL TING SERVICES FOR ECONOMIC DEVELOPMENT CONSUL TING <br />SERVICES <br />Mayor Sisk requested a Staff presentation. <br />Deputy City Manager Boyd explained the City budgeted funds to hire an <br />Economic Development Coordinator in 2006 to staff the Business Retention and <br />Development Committee and to provide expertise in supporting Louisville's <br />existing businesses and in recruiting new businesses. The position was <br />advertised and interviews were held, however there was no candidate that staff <br />was confident could effectively complete the wide array of tasks outlined. <br />Becky Hogan is the owner and proprietor of EDGE Consulting Services, offering <br />economic development services to municipalities, and is a former employee in <br />the Economic Development Department of the City of Westminster. Ms. Hogan is <br />available on a contract basis to provide the types of economic development <br />services the City of Louisville is seeking. The monthly fee is $6,000 plus <br />expenses, with a reduced amount ($3,000 per month) for the Month of August. <br />The proposed contract with EDGE Consulting Services is effective through the <br />end of 2006, and subject to appropriation in the 2007 budget. The Scope of <br />Services describes the services the City would receive. A monthly billing <br />supplement outlining activities accomplished on a monthly basis will be provided <br />to the City Manager and City Council, and Ms. Hogan will also attend City <br />Council meetings monthly to update you on her activities. <br />City Staff worked with Ms. Hogan earlier in the year and received documents to <br />be used as a foundation for an economic development program including a <br />budget for the program, and an outline of business incentives the City could <br />consider. Staff is confident that EDGE Consulting can provide the economic <br />development services desired at this point, at a cost comparable to what the <br />salary for a qualified full-time staff member with benefits would cost. Becky <br />Hogan attended the August 7 BRAD meeting, and the members unanimously <br />recommended the City engage EDGE Consulting Services to provide economic <br />development services for the remainder of 2006. <br />
