City Council
Meeting Minutes
August 15, 2006
MOTION: Council member Clabots moved to approve Resolution No. 39, Series
2006, seconded by Council member Marsella.
Mayor Sisk offered a friendly amendment that the special review use permit
would be applicable only to Ms. Nissen. Council members Clabots and Marsella
accepted the amendment.
VOTE: All in favor. Absent: Mayor Pro Tem Brown and Council member
Muckle.
AN AGREEMENT BY AND BETWEEN THE CITY OF LOUISVILLE AND EDGE
CONSUL TING SERVICES FOR ECONOMIC DEVELOPMENT CONSUL TING
SERVICES
Mayor Sisk requested a Staff presentation.
Deputy City Manager Boyd explained the City budgeted funds to hire an
Economic Development Coordinator in 2006 to staff the Business Retention and
Development Committee and to provide expertise in supporting Louisville's
existing businesses and in recruiting new businesses. The position was
advertised and interviews were held, however there was no candidate that staff
was confident could effectively complete the wide array of tasks outlined.
Becky Hogan is the owner and proprietor of EDGE Consulting Services, offering
economic development services to municipalities, and is a former employee in
the Economic Development Department of the City of Westminster. Ms. Hogan is
available on a contract basis to provide the types of economic development
services the City of Louisville is seeking. The monthly fee is $6,000 plus
expenses, with a reduced amount ($3,000 per month) for the Month of August.
The proposed contract with EDGE Consulting Services is effective through the
end of 2006, and subject to appropriation in the 2007 budget. The Scope of
Services describes the services the City would receive. A monthly billing
supplement outlining activities accomplished on a monthly basis will be provided
to the City Manager and City Council, and Ms. Hogan will also attend City
Council meetings monthly to update you on her activities.
City Staff worked with Ms. Hogan earlier in the year and received documents to
be used as a foundation for an economic development program including a
budget for the program, and an outline of business incentives the City could
consider. Staff is confident that EDGE Consulting can provide the economic
development services desired at this point, at a cost comparable to what the
salary for a qualified full-time staff member with benefits would cost. Becky
Hogan attended the August 7 BRAD meeting, and the members unanimously
recommended the City engage EDGE Consulting Services to provide economic
development services for the remainder of 2006.
