<br /> City Council <br /> Meeting Minutes <br /> August 15, 2006 <br /> Page 3 of 13 <br />City Attorney Light explained the two resolutions relate to the urban renewal plan. <br />He stated public comments can be made on both resolutions. <br />Mayor Sisk opened the public hearing. <br />Rob Lathrop, Vice Chair of the Louisville Revitalization Commission (LRC), 601 <br />Johnson Street, Louisville, CO, explained the City of Louisville and the LRC <br />contracted with Leland Consulting Group to survey and document whether <br />conditions constitute a blighted area, as defined in the Colorado Urban Renewal <br />Law, exist in the City of Louisville. <br />City Manager Simmons reviewed Resolutions Numbers 36 and 37, Series 2006. <br />Resolution No. 36 outlines the legislative findings determining an area within the <br />City of Louisville to be a blighted area and appropriate for inclusion in an urban <br />renewal project. Under the Urban Renewal Law, an urban renewal authority may <br />proceed to undertake renewal projects for an area only if City Council first <br />determines the area to be blighted within the meaning of the Urban Renewal <br />Law. This determination is made based on evidence presented at the public <br />hearing, including a conditions survey and other testimony and documents <br />presented at the hearing. <br />The purpose of the Conditions Survey was to analyze conditions on all parcels <br />located within the City of Louisville in order to determine whether factors <br />contributing to blight are present and whether the Study Area is eligible as an <br />urban renewal area for urban renewal projects under the provisions of the Urban <br />Renewal Law. The boundaries of the study area generally include properties <br />west of Highway 42, contiguous to and north of South Boulder Road, north of <br />Elm Street, and east of Main Street to South Street and east and west of Main <br />Street between South Street and approximately Elm Street (the "Study Area"). <br />Establishment of an urban renewal area will allow the LRC to use designated <br />powers to carry out an urban renewal plan to assist in the redevelopment of <br />properties and improvements within its boundaries, subject to the limitations <br />imposed in the plan. <br />City Manager Simmons explained the LRC recently prepared the Highway 42 <br />Revitalization Area Urban Renewal Plan with boundaries that include the area <br />covered by the Highway 42 Framework Plan and other areas. The boundaries of <br />the Urban Renewal Area are based on the Highway 42 Framework Plan area <br />boundaries; input gained during the comprehensive planning process and <br />findings of a detailed conditions survey, which illustrated areas of need (current <br />and future). <br />An urban renewal plan is general in nature and supported by findings of blight <br />and an impact report. It is designed to respond to redevelopment proposals from <br />the private sector. Elements of the plan include descriptions of the area, <br />
