<br /> City Council <br /> Meeting Minutes <br /> August15,2006 <br /> Page 5 of 13 <br />Thomas Lastick, 1011 Harper Street, Louisville, CO suggested the blight <br />conditions on the east side of Louisville could be eliminated by enforcing the City <br />codes. <br />Sally Harris, 1111 Front Street, Louisville, CO voiced her concern over the issue <br />of eminent domain and requested it require 100% of the vote of the Council. <br />Tim Parker, Fire Chief, Louisville Fire Protection District, 895 W. Via Appia, <br />Louisville, CO, voiced support for the Urban Renewal Plan. He asked for <br />consideration of excluding the Pow Wow grounds from the urban renewal area <br />as it is outside of their service area. <br />John Leary, 1116 LaFarge Avenue, Louisville, CO noted the descriptions of blight <br />are fairly vague. He stated the plan must allow the City to be better off. The plan <br />must also layout the objectives and be driven by community desire. <br />Don Atwood, 298 S. Taft Court, Louisville, CO voiced concern the Urban <br />Renewal Board is separate from the City Council. He was concerned the area <br />was expanded to the Pow Wow grounds. He requested the City coordinate with <br />the Louisville Fire Protection District, Boulder County and the Boulder Valley <br />School District in the development of the Urban Renewal Plan. <br />Susan Morris, 939 W. Maple Court, Louisville, CO stated she shares Mr. <br />Atwood's concern. She asked if a formal document exists. She was concerned <br />over the size of the Urban Renewal Plan and the TIF financing. She stated <br />zoning changes should be done by Council and the Commission should follow <br />the provisions of the Charter. She also requested the City work with the <br />Louisville Fire Protection District and Boulder County. <br />Bob Brisnehan, 913 Main Street, Louisville, CO inquired as to the status of the <br />overhead/undergrounding power lines funds and asked who is paying for the <br />urban renewal plan. <br />Mayor Sisk reported the overhead/undergrounding power line funds are growing. <br />He explained the City of Louisville received a government grant for the urban <br />renewal plan project. <br />Boulder Commissioner Ben Perlman presented a power point presentation on <br />Louisville TIF impact on Boulder County services such as public safety, social <br />services, community services for the aging population, public health services, <br />open space preservation, regional transportation, and other state mandated <br />services. He noted Boulder County supports retail and commercial development <br />within cities. He noted the TIF diverts the county share of property tax increment <br />collected in the Louisville Urban Renewal area that would otherwise go to the <br />county to provide services. He stated the county supports negotiations to <br />
