<br /> City Council <br /> Meeting Minutes <br /> August15,2006 <br /> Page 6 of 13 <br />determine how best to share the taxes generated in the Urban Renewal Area, <br />through an Intergovernmental Agreement. He offered five suggestions for the <br />City to share the TIF funds with Boulder County. <br />Ty Gee, 253 Hoover Court, Louisville, CO stated the urban renewal plan should <br />be more specific. He noted the Comprehensive Plan was an 18 month process <br />and suggested more discussion be held on the Urban Renewal Plan. He <br />addressed the powers of the Louisville Revitalization Commission listed in the <br />Colorado State Statutes and felt the definitions of blight are extremely broad and <br />could be abused. He asked how the community could benefit from the Urban <br />Renewal Plan. He noted the Highway 42 Plan did not include the POW Grounds, <br />the King Soopers Shopping Center or the Safeway Shopping Center. He <br />requested the Charter provisions apply to the Commission. <br />Randy Luallin, 301 East Street, Louisville, CO stated the City could progress <br />without an Urban Renewal Authority. He did not support the Urban Renewal <br />Plan or the Louisville Revitalization Commission and asked that it be disbanded. <br />Jane Morgan, 1131 Spruce Street, Louisville, CO asked if the residential <br />properties in the blighted area remain unchanged. There was confirmation the <br />status of residential properties remained unchanged. <br />Doug Grinbergs, 531 W. Sycamore Circle, Louisville, CO noted Urban Renewal <br />is a very complicated subject and difficult for most residents to understand. He <br />suggested unbiased information, including the pros and cons of the validity of <br />urban renewal, be available at the public library, and City Hall. He voiced his <br />belief the subject of urban renewal has not been thoroughly investigated. <br />Franklin Ascarrunz, 1212 Main Street, Louisville, CO asked how the City will <br />purchase properties for redevelopment. Mayor Sisk stated there will be <br />partnerships between developers and residents. <br />Rob Lathrop stated the intention of the Louisville Revitalization Commission was <br />to do something positive with the negative areas in Louisville. He stressed the <br />Commission believes this project will do positive things for the City. It will <br />revitalize that portion of Louisville and generate revenue for the City. <br />COUNCIL COMMENT <br />Mayor Sisk requested Council direct the City Staff to work with the Boulder <br />County Staff, and to have further public discussion. He suggested both <br />resolutions be continued to the October 3, 2006 regular Council meeting. He <br />thanked and commended the Louisville Revitalization Commission, City Manager <br />Bill Simmons, Assistant City Manager Balser and Planning Director Paul Wood <br />for their work. He stated the Commission is subject the Charter provisions. <br />
