<br /> City Council <br /> Meeting Minutes <br /> October 3, 2006 <br /> Page 11 of 15 <br /> Council member Sackett suggested Staff, the City Consultants and the Louisville <br /> Revitalization Commission discuss a cooperation agreement to address the <br /> issues raised. <br /> Council member Yarnell asked under what situations an urban renewal <br /> authority's ability would exceeds Council's authority. Mr. Benedetti responded on <br /> certain matters such as notices of the sale of property and signing contracts. <br /> City Attorney Light explained an urban renewal authority has to exist to receive <br /> TIF revenues. Mr. Benedetti agreed with City Attorney Light. <br /> Mayor Sisk outlined the option available to City Council: 1) Approve the plan as <br /> presented and have the Louisville Revitalization Commission go forward; 2) Seek <br /> a cooperation agreement between the Louisville Revitalization Commission and <br /> City Council; 3) Vote against the plan and abolish the Louisville Revitalization <br /> Commission; and lose two years on the project. <br /> COUNCIL COMMENT <br /> Council member Yarnell favored looking at a cooperation agreement. Mayor Pro <br /> Tem Brown stated he would support: a cooperation agreement, but stated the <br /> City should not miss this opportunity. Council members Muckle supported a <br /> cooperation agreement or amendments in the plan. Council member Marsella <br /> voiced her support of the Louisville Hevitalization Commission and a cooperative <br /> agreement, but stressed Council needs to go forward. <br /> MOTION: Mayor Sisk moved to continue the public hearing to Wednesday, <br /> November 8, 2006, seconded by Council member Sackett. <br /> Council member Yarnell requested more discussion on rezoning amendments <br /> prior to the November 8 meeting. City Attorney Light stated he would bring <br /> options forward and language to address amendments. <br /> VOTE: All in favor. Absent: Council member Clabots. <br /> ORDINANCE No. 1499, SERIES 2006 - AN ORDINANCE AMENDING <br /> CHAPTER 17 OF THE LOUISVILLE MUNICIPAL CODE REGARDING <br /> SIGNAGE - 2nd reading - public hearing <br /> Mayor Sisk requested a City Attorney introduction. <br /> City Attorney Light read Ordinance No. 1499, Series 2006. <br /> Mayor Sisk opened the public hearing and requested a Staff presentation. <br />
