<br /> City Council <br /> Meeting Minutes <br /> October 3, 2006 <br /> Page 5 of 15 <br /> SEPTEMBER ECONOMIC BRIEFING - BECKY HOGAN, EDgE CONSUL TING <br /> Becky Hogan, Edge Consulting, 56 Steele Street, Denver, CO briefed Council on <br /> the September 2006 economic development activities in Louisville. She reported <br /> on the implementation of a real estate database, from which two commercial <br /> retail space requests were received. She outlined challenges facing the City, <br /> which included the aging of the community's commercial facilities, retail <br /> competition from other communities" and baggage carried from previous City <br /> Councils. She noted the consequences of the perceptions that Louisville is a <br /> difficult community to develop, and explained work has begun on a plan to make <br /> Louisville a more viable and sustaining economy. <br /> She addressed the use tax issue, and noted surrounding cities already have use <br /> taxes in place. She outlined the choices available to the Council to change the <br /> perception of development. She noted the entire development community is <br /> watching Louisville with respect to the Sun Microsystems property. She <br /> encouraged the Council to give direetion to the Business Retention and <br /> Development Committee. <br /> Council member Muckle inquired as to the viability of development on the Sun <br /> Microsystems property. Ms. Hogan reported over 75 RFP's were sent out to <br /> developers for proposals on the property. <br /> Mayor Pro Tem Brown inquired what a developer would look for in the Sun <br /> Microsystems property. Ms. Hogan explained a developer would look at the <br /> timing of the development and what the market will allow. A developer will do <br /> due diligence on the introduction into the Planning Department to ascertain what <br /> is feasible and what will be profitable. <br /> Mayor Sisk suggested any developer must look at what will be good for the City <br /> of Louisville. Ms. Hogan stressed it is important to formulate a clear message to <br /> the development community. Mayor Pro Tem Brown suggested Council give <br /> developers a clear message on the vision for the City's development. <br /> City Manager Simmons reported the City has received proposals on the Sun <br /> Microsystems property and discussions have always included the vision of the <br /> Comprehensive Plan. <br /> CONDUCTIONS SURVEY & URBAN RENEWAL PLAN <br /> RESOLUTION No. 36, SERIES 2006 - A RESOLUTION MAKING <br /> LEGISLATIVE FINDINGS DETERMING AN AREA WITHIN THE CITY OF <br /> LOUISVILLE TO BE A BLIGHTED AREA AND APPRORIATE FOR <br /> INCLUSION IN AN URBAN RENEWAL PROJECT <br />
