He explained Ordinance No. 1505, Series 2006 approves an <br /> Amendment to the North Louisville and Schemp General Oevelopment Plan, and <br /> Resolution No. 57, Series 2006 approves a Final Subdivision Plat and a Final <br /> PUD Development Plan for the North End Development. He noted members of <br /> the public could make comments on Ordinance No. 1505 and Resolution No. 57, <br /> Series 2006, as both are included under the same public hearing. <br /> Mayor Sisk opened the public hearing and requested the comments made at the <br /> Oecember 5,2006 public hearing bl3 incorporated into the record. He requested <br /> a Staff presentation. <br /> Planning Director W06d explained the applicant is requesting authorizationCof the <br /> required land-use entitlements to combine the two parcels for the phased <br /> development of a residential and commercial development. The entire 73 acres <br /> is being platted at one time to provide for the total public use dedication. The four <br /> planning areas reflect a residential allocation of a total of 350 residential units. <br /> The public-use dedication consists Df Hecla Lake and the surrounding habitat <br /> amenities, trail corridors, open space, playfields and pocket parks. <br /> He reported at the Oecember 5,2006 City Council meeting, Council requested <br /> additional information pertaining to the project fiscal analysis. He presented a <br /> summary of the fiscal analysis basEld on the information submitted to the <br /> Planning Commission at their SeptE~mber 14, 2006 meeting. The applicant <br /> submitted a revised North End Fiscal Impact Analysis dated July 15, 2006, <br /> prepared by Economic & Planning Systems (EPS). The submittal included a <br /> summary of the analysis, which explains the methodology, the assumptions used <br /> as input and the adjustments made to those assumptions. <br />
