Motion passed by a 5-2 vote, with Mayer and Davidson voting <br />against. <br /> <br />ORDINANCE NO. 1293, SERIES 1998 - AN ORDINANCE APPROVING AND <br />ADOPTING THE DESIGN HANDBOOK FOR DOWNTOWN LOUISVILLE, <br />WHICH HANDBOOK INCLUDES GENERAL STANDARDS AND GUIDELINES <br />FOR ALL DEVELOPMENT PROJECTS IN DOWNTOWN LOUISVILLE; AND <br />AMENDING VARIOUS PROVISIONS OF TITLE 15 AND TITLE 17 OF THE <br />LOUISVILLE MUNICIPAL CODE TO INCORPORATE THE DESIGN <br />HANDBOOK FOR DO WNTO WN LOUISVILLE INTO THE CITY'S BUILDING, <br />ZONING AND PLANNED UNIT DEVELOPMENT REGULATIONS - PUBLIC <br />HEARING (ADVERTISED DAILY CAMERA 2/21/99) CONTINUED FROM <br />3/16/99 <br /> <br />Davidson called for staff presentation. <br /> <br />Paul Wood explained that Ordinance 1293, if authorized, would adopt the Downtown <br />Louisville Design Handbook (Handbook) as an amendment to the zoning code. The <br />Handbook was developed through a series of public workshops that were facilitated by <br />Staff and the historic preservation-consulting firm of Winter and Company. The <br />development of the document was guided by a Steering Committee that the Mayor and <br />Council appointed in December 1997. The Steering Committee reviewed and approved <br />the document in July 1998. City Council continued the second reading/public hearing <br />from their March 16 meeting. That allowed the Planning Commission to review and <br />make a recommendation on the ordinance at the March 18 Commission meeting. <br /> <br />The Planning Commission has reviewed the Handbook twice. In September 1998, the <br />Commission reviewed the Handbook and approved a resolution recommending approval <br />to City Council. At their March 18, 1999 meeting, the Commission reviewed the <br />Handbook a second time, along with the specific ordinance that would adopt the <br />Handbook as an amendment to the zoning code. The Commission expressed support for <br />the document, though some members did indicate they would support more explicit <br />authorization for three-story structures. The Commission again recommended approval, <br />by a vote of 5-0. <br /> <br />The Commission discussed the applicability of the Handbook in relation to properties on <br />the east and west sides of the RR tracks. The Commission felt that the east side of the RR <br />tracks would be worthy of additional study, but would likely broaden the scope to include <br />the entire Highway 42 corridor. However, they felt that the design regulations in the <br />Handbook were appropriate as an interim solution for the Pine Street corridor on the east <br />side of the RR.
