Mayer expressed concern about the east side of the railroad tracks. First, he did not feel
that these guidelines would be appropriate for the area south of Pine Street. Second, there
are residences located north of Pine Street that do not contain sidewalks, and the
guidelines are designed around a pedestrian-friendly, traditional downtown area. He
suggested that Council view this as a work in progress and encouraged staff to develop a
comprehensive plan for the east side of the railroad tracks.

Davidson thanked everyone who worked to develop the handbook so as to keep
downtown Louisville the type of place that it is.

Howard moved that Council adopt Ordinance No. 1293, Series 1998 - An Ordinance
Approving And Adopting The Design Handbook For Downtown. Louisville, Which
Handbook Includes General Standards And Guidelines For All Development Projects In
Downtown Louisville; And Amending Various Provisions Of Title 15 And Title 17 Of
The Louisville Municipal Code To Incorporate The Design Handbook For Downtown
Louisville Into The City's Building, Zoning And Planned Unit Development Regulations,
seconded by Levihn.

Sam Light, City Attorney, offered a friendly amendment to correct the description of
downtown Louisville in Section 3 and in Exhibit A. A revision should be made to
conform that description to those zone districts as they appear on the City's zoning map.
He stated that the correction should read as follows:

"Downtown Louisville means and includes that certain Commercial Community
Zoned District set forth on the official zoning district map of the City and bounded
on the north by South Street, on the South by the south line of the town of
Louisville subdivision and the south line of the Pine Street Plaza subdivision, on
the west by the alley between Main Street and LaFarge Avenue and on the east by
the south and west boundary of east Louisville subdivision and the east line of
Colorado Highway 42, and that certain Commercial Business Zone District set
forth on the official zoning district map of the City and bounded on the north by
the south line of the town of Louisville subdivision, on the south by the north line
of the Mansour-Engel subdivision, on the west by the right-of-way for County
Road/Front Street, and on the east by the Burlington Northern Santa Fe Railroad
tracks."

Friendly amendment was accepted by Howard and Levihn.

Roll call was taken. Motion passed by a 7-0 vote.

ORDINANCE NO. 1294, SERIES 1999 - AN ORDINANCE AMENDING TITLE 17
OF THE LOUISVILLE MUNICIPAL CODE TO SET A MAXIMUM FLOOR
AREA RATIO WITHIN "DOWNTOWN LOUISVILLE" AS DEFINED HEREIN -
PUBLIC HEARING - (ADVERTISED DAILY CAMERA 2/21/99) CONTINUED
FROM 3/16/99

19
