At First Reading on March 2nd Council requested that PCZD plan be amended to reflect a <br />listing of specific uses as to clearly limit the range of uses which would be use by Special <br />Review. The revised plan reflects the following uses as the only additional uses that <br />could potentially be authorized through a Special Review Use application and review: <br /> <br />· Restaurants, indoor eating and drinking establishments, outdoor dining and other food <br /> service uses including but not limited to: delicatessens, catering facilities, banquet <br /> room, and meeting rooms. <br />· Medical and dental clinics, and financial institutions. <br />· Studios for professional work or teaching of any form of fine arts, photography, <br /> music, drama or dance. <br />· All other uses by special review shall be prohibited. <br /> <br />The Planning Commission recommends that the Commercial Development Design <br />Standards & Guidelines should be made to apply to any use requiring Special Review <br />Use approval. That requirement already applies to all office uses in this sub area, and <br />would have applied to most Special Review Use applications even without the specific <br />note. The applicant has agreed to that condition and has made the appropriate changes to <br />the General Development Plan. <br /> <br />The Planning Commission reviewed the application at their February 9 meeting and <br />voted 5 - 0 to approve the request with three conditions. The Commission did not raise <br />any significant concerns with this request. The applicant has revised the plans to address <br />all Commission conditions. <br /> <br />Davidson opened the Public Hearing. <br /> <br />Sam Light, City Attorney, requested that Council include the following documents as part <br />of the record: <br /> <br />· The Planned Community Zone District General Development Plan Amendment <br /> Application, filed by the applicant <br />· Ordinance No. 1277, Series 1988, which was the original zoning of the Business <br /> Center <br />· The General Development Plan approved by Ordinance No. 1277, Series 1988 <br />· All material included in the City Council packet <br />· The minutes of the Planning Commission's hearing on this proposed General <br /> Development Plan Amendment <br />· The City's Zoning and Subdivision Ordinances <br /> The City Comprehensive Plan <br />· Any other public records in the Planning Department files that are related to the <br /> proposed General Development Plan Amendment for the Business Center at CTC <br /> <br />Davidson called for the applicant's presentation. <br /> <br />27 <br /> <br /> <br />
