Economic Vitality Committee <br />Meeting Minutes <br />January 8, 2025 <br />Page 4 of 5 <br />some interest in the site, particularly following the announcement that King <br />Soopers will be opening on McCaslin. <br />Councilmember Kern commented that she has heard of some issues between <br />the owners of buildings on McCaslin and the current or potential tenants. She <br />noted that she would like Louisville to facilitate some of the challenges in the <br />area. Manager Zarate responded that Economic Vitality does facilitate pretty <br />heavily, but there are often issues that Economic Vitality cannot resolve. <br />Councilmember Kern asked about the residential project south of Gravity <br />Brewing. Director Zuccaro responded that they are currently in the building <br />permit process and permits are close to being issued. Councilmember Kern <br />noted that she often hears questions or frustration from members of the public <br />around projects that were approved by Council but have not made any <br />noticeable progress. <br />Councilmember Fahey stated she has heard that some restaurant owners feel <br />that the City prevents them from adding outdoor seating, when in reality it is <br />often the property owner that will not support outdoor seating. Manager Zarate <br />responded that staff has been working on educating business owners around <br />land use processes and clarified that some outdoor seating requests would <br />require a PUD Amendment. <br />Mayor Leh asked whether Director Zuccaro could give an update on the PUD <br />application for the former Lowe's at 1171 W Dillon Road. Director Zuccaro <br />confirmed that staff has received an application for King Soopers and it is <br />currently under review. He anticipated that it will go through the public hearing <br />approval process in the first quarter of 2025. He added that he expects the <br />applicant will pull a building permit concurrently so that they can begin <br />construction as soon as the PUD is approved. <br />Councilmember Kern asked whether the PUD application includes a gas station <br />or whether the applicant has pursued purchasing the existing gas station near <br />the site. Director Zuccaro confirmed that the current application includes a gas <br />station and recommended that the EVC hold any additional questions for the <br />public hearing due to the quasi-judicial nature of the application. <br />Mayor Leh asked whether there were any additional items that the EVC would <br />like to discuss during its February meeting. Councilmember Kern asked <br />whether there should be a discussion on a potential Main Street closure. Mayor <br />Leh responded that he would like to hear direction from the full City Council <br />prior to the EVC discussing it. Councilmember Kern acknowledged that Council <br />received a request from the Downtown Business Association and asked if <br />Council could have a discussion/direction on the Main Street closure prior to the <br />February EVC meeting.
