City Council Finance Committee <br />Meeting Minutes <br />January 16, 2025 <br />Page 2 of 5 <br />Public Comments: None. <br />Final 2025 Finance Committee Work Plan: <br />The Director of Finance presented the Finance Committee 2025 Work Plan. The work plan was included in <br />the meeting packet. It was noted that the date of the June meeting would need to be adjusted due to the <br />Juneteenth holiday. Staff requests committee approval and adoption of the final work plan with the change <br />to the June meeting date. <br />The Director of Finance asked the committee to agree to a meeting date in June. The Committee agreed <br />that June 12 will be the June meeting date. <br />The committee adopted the work plan as amended. <br />Committee Comments: <br />Councilmember Cooperman asked if the Golf fund should be examined this year. The Director of Finance <br />responded that there will be time to discuss the Golf Fund this year. <br />Councilmember Hoefner commented that he is supportive of looking at the Golf fund in the budget context, <br />adding that there have been past informal discussions of Golf being treated more like an enterprise for <br />Tabor purposes rather than receiving General Fund support. He added that any subsidy from the General <br />Fund for the golf course should be discussed as early in the year as possible. <br />Councilmember Cooperman commented that there have been requests from residents regarding permit <br />fees for Marshall Fire rebuilds. He asked staff what the level of effort would be to provide a ballpark <br />estimate of permit fees taken in for Marshall Fire rebuilds in comparison with the expenses related <br />processing these permits. The City Manager responded that permit fees are intended to recoup the cost <br />of permits, not intended to be a profit center for the City. If council is interested, staff can do an evaluation. <br />Staff can also look at what other cities did with reference to rebates of permit fees and make decisions <br />based on that information if the goal is to rebate funding. Councilmember Hoefner asked for a high-level <br />sense of staff commitment to get ballpark figures. The City Manager responded that staff could do a cost <br />analysis or hire a consultant to do this work, adding that it's important to be thoughtful that the same staff <br />working on the Comprehensive Plan, the Downtown Vision Plan and other priorities on Council's Work Plan <br />would also be responsible for doing this work. Staff would need more time to determine the level of effort <br />required to perform a cost analysis of the Marshall Fire permitting fees versus costs. Councilmember <br />Hoefner commented that he is happy to have this topic added to a meeting this year to determine the <br />level of effort needed to do a cost analysis. Councilmember Hamlington had no comments on this topic. <br />Councilmember Hoefner asked Mayor Leh if he recommends the Finance Committee take up the question <br />of how much it would cost to assess. Mayor Leh commented that he doesn't object to reviewing the <br />feasibility of a cost analysis, noting that staff bandwidth is tight and agreed it's a good idea to get to what <br />it would cost to do the analysis before agreeing to pursue it.
