No occupied structure shall be <br />located on ground showing severe <br />subsidence potential without <br />adequate design and study <br />approved specifically by the city. <br />4. The proposal should utilize and <br />preserve existing vegetation, land <br />forms, waterways, and historical <br />or archeological sites in the best <br />manner possible.
