Summary of staff analysis of qualification of New Construction Grant request <br />under Reso. 17, Series 2019. <br />Request <br />Amount <br />New Construction: $214,000 <br />Rear addition <br />Total Project Cost $214,000 <br />Total <br />Recommended $15,000 <br />Analysis <br />Staff finds that the rear addition qualifies for new <br />construction based on the proposed addition height of 14 <br />feet, which is below the existing structure height of 20 feet, <br />all setbacks are met, and the floor area ratio (FAR) would <br />be 24% less than what is allowed by zoning. <br />Staff does not recommend installing new asphalt shingles as relating to preservation, <br />restoration, or rehabilitation work, however, staff recommends roof insulation as qualifying. If the <br />roofing request were removed from the Preservation and Restoration Grant request, the total <br />project cost would still exceed the maximum matching amount of $80,000.00. <br />FISCAL IMPACT: <br />Approval of the grant request allows for matched grants of up to $55,000.00 plus a $5,000 <br />landmark incentive grant (unmatched). The unencumbered fund balance is estimated at over <br />$3M and the average income of the Fund over the past two years is approximately $885,000, <br />thus, staff finds there are adequate funds to support the request. <br />STAFF RECOMMENDATION: <br />• Approval of Resolution No. 1, Series 2025, recommending approval to City Council of a <br />landmark at 509 LaFarge Avenue, to be named the LeComte House. <br />• Approval of Resolution No. 2, Series 2025, approving the Alteration Certificate. <br />• Approval of Resolution No. 3, Series 2025, recommending approval to City Council of a <br />Preservation and Restoration Grant and New Construction Grant of up to $55,000.00. <br />o To recommend approval of a different grant amount, the HPC may recommend <br />approval of Reso. 3 with a condition enumerating a different grant amount. <br />ATTACHMENTS: <br />1.
