Lathrop suggested that Council invite a representative of Public Service Company to <br />speak on their Y2K preparedness at an upcoming Council meeting. He commended <br />Hamerly, Mackin, and Fanger for their articulate and well-phrased comments regarding <br />the art display. He did not feel it was so much the nature of the display as much as the <br />location of the display. He agreed that Council should discuss the City's general policy on <br />displays. <br /> <br />Davidson reported that the contract to purchase the Klubert Warembourg farm for open <br />space was signed on Monday, April 19. He explained that this is all the open land that <br />remains in the Louisville planning area that is not annexed and zone. If it had been <br />annexed and zoned, there could have potentially been several thousand homes <br />constructed on the property. He thanked Lathrop for leading the negotiations to purchase <br />the property, to the Warembourg family, and to Boulder County for agreeing to share half <br />the cost with the City of Louisville. <br /> <br />Mayer stated that while there may not be an explicit policy regarding art, there has <br />certainly been an implicit policy. He has been informed that the Louisville Art <br />Association has had editorial control over what is displayed at City Hall and what is <br />displayed at the recreation center. He agreed that staff was following what has been the <br />policy up to this time. He did not feel it was appropriate for City Council to exercise <br />editorial control of the display after the fact. However, he did believe it is appropriate to <br />set a policy regarding displays. He expressed support for art exhibits, as long as they <br />don't advocate violence. He explained that since the Louisville Art Association made a <br />judgement, as the City of Louisville stated that they were to do, it was appropriate to go <br />ahead with the existing policy. He agreed that Council should discuss the City's general <br />policy on displays. <br /> <br />Sisk stated that it is important that there is an area where expression is available. He <br />understands that there is a delicate nature to this and commended the speakers for their <br />well-phrased comments. He explained that the Louisville Art Association had accepted <br />the exhibit and he did not feel that Council should micro-manage by making decisions on <br />what is proper art. He stated that the same exhibit was at the Boulder Public Library, <br />displayed on the bridgeway, for two weeks. He felt that it was important that Council <br />make policies in general and not on the fly with specific topics in mind. <br /> <br />APPOINT INDUSTRIAL GUIDELINES STEERING COMMITTEE MEMBERS <br /> <br />Davidson appointed the following individuals to the Industrial Guidelines Steering <br />Committee, along with himself and Sisk: Garth Braun, Dennis Foote, Jon Lee, Terry <br />O'Connor, Jack Rudd, Bob West, and Planning Commission members Jeffrey Lipton and <br />Robert McAllistar. He announced that the first meeting would be held on May 5, 1999, at <br />6:30 p.m. The location has not yet been determined. <br /> <br />AWARD THREE-YEAR BANKING CONTRACT <br /> <br />Sisk asked to be excused from this discussion due to a conflict of interest. <br /> <br />6 <br /> <br /> <br />
