He said that <br />adding a second kitchen would not alone make something an ADU, but that it would <br />instead be when it becomes an independent unit that could be rented out separately. <br />Choi asked whether the rules would allow future additions to ADUs. <br />Hirt said that they would if the additions remained compliant with the code. <br />Baskett asked about the requirements for parking spaces, and whether on -street parking <br />availability would substitute for required off-street parking spaces. <br />Hirt confirmed this, and said that this limitation was part of the state law. <br />Motion to add the addendum to the record was moved by Moline, and adopted by voice <br />vote. <br />Public Comment: <br />Justin Deister, resident, disagreed with the proposed increases in density, and said that <br />he did not understand the purpose of the proposal. He was opposed to the proposed <br />ordinance. <br />Matt Machado, resident, spoke about the fees for utilities and increased density of <br />rentals. He noted that he already had an ADU on his property, and wondered whether <br />there would be a variance policy that would allow him to come into compliance with the <br />new ADU policy. <br />Mary Ann Heaney, resident, asked for consideration as to how new ADUs would be <br />situated on yards in Old Town. She noted some issues she had with the proposed parking <br />rules. She also said that she would support only allowing long term rentals for ADUs, and <br />supported the rules prohibiting their use as short term rentals. <br />Mary Dittle, resident, said that she was considering converting a detached garage into <br />an ADU, and asked that this be grandfathered in to the proposed ADU rules. <br />Gary Dunlap, resident, noted the difference between the square footage language used <br />in the ordinance, and the lot coverage and floor area language used in the code. He noted <br />that 800 square feet was small compared to other areas of the country. He was in support <br />of the ordinance as it would allow for more affordable housing options. <br />Jennifer Errante, resident, said she agreed with Dittle's question about grandfathering <br />of setback and square footage rules. <br />MJ Adams, resident, said that she was pleased to see that City was moving forward with <br />proposal to allow for ADUs. She though that it would help improve affordability in the City, <br />
