Recreation Advisory Board <br />Minutes <br />March 17, 2025 <br />Page 3 of 5 <br />Jann: Pickleball may just be fad. Inline skating rinks are rare. We should consider <br />creating leagues for rink use. My kids learned to skate on this rink. <br />Bryan: I am a skateboard business owner and was contracted by the City to <br />design this rink several years ago. We have used it for many lessons. The skate <br />park is not safe for smaller kids compared to the rink. <br />Comp Plan Update — Jeff Hirt <br />I am the planning and project manager for the City. We do have some questions <br />for the RAB to consider. The Comprehensive Plan is not a regulatory document, <br />but it is important policy. We are at the ten-year mark with this document. Parks <br />and Rec are part of this Plan. The PROST plan precedes this Comp Plan. <br />Marshall Fire delayed the 2023 update of the Comp Plan. Progress to date: 3 <br />rounds of public engagement. Plan includes visions and core values (see slides <br />included with these minutes). The City adopted housing plan last May to identify <br />where additional housing can occur. The City's population has decreased slightly <br />in the last few years. There are four areas where future growth can occur. For <br />tonight, we are looking for feedback. Dick: what is the target for future housing <br />growth? Jeff: in last year's housing plan and to maintain our share of County's <br />growth, we would need about 2,700 more housing units. Dick: are there <br />additional recreational facilities? Jeff: we want your feedback on this need as <br />well. New Plan can include public facility upgrades. We want to know what is <br />missing from this Plan. Public review of draft to be issued this June for comment <br />followed by City Council adoption. <br />What are most important items that the RAB thinks this Plan should capture? <br />Michele: pleased that it includes some residential growth that should be <br />affordable for more people. Jeff: 70% of current housing is single family. We are <br />looking at other options. Michele: with more people living here, we need to <br />expand recreational services and facilities to align with future growth. Dick: we <br />need more outdoor multipurpose fields. I agree that we need diversity in our <br />housing stock. Dan: Plan should be more granular with infrastructure including <br />recreation services and more programming. Lisa: how does PROST plan dovetail <br />with the Comp Plan? Jeff: the Comp Plan can strengthen what is in the PROST <br />plan. Douglas: how do the new ADU regulations factor into the Comp Plan? Jeff: <br />we don't expect a lot of new ADUs but it would be factored in including the <br />Redtail Ridge proposal. Dick: does the Plan factor in vacant spaces including <br />Lowes? Jeff: we are dependent on sales tax so these large vacant parcels <br />should remain commercial for revenue. Dick: adding more housing in these areas <br />would stimulate business. <br />Tamar: I'm glad residential growth will be addressed in the Comp Plan. Assuming <br />these growth projections, the City should address the issue of housing density. <br />The City should also consider impact fees. Lisa: Redtail proposal had considered <br />multiuse fields. Can the new Comp Plan consider this? Jeff: yes, and RAB should <br />consider advocating for new recreation facilities.
