SUBJECT: PROS Long -Range Plan & Trails Master Plan <br />DATE: MAY 6, 2025 <br />DEVELOPMENT PROPOSAL: <br />Not Applicable <br />PAGE3OF5 <br />ANALYSIS: <br />A majority vote from Council is needed to award and execute a consulting contract with <br />DTJ in the amount of $375,500 for the purpose of completing the PROS Long -Range Plan <br />and Trails Master Plan projects. Approval would also authorize staff to spend up to an <br />additional $24,500 on additional services and/or contingency needs for a total not -to - <br />exceed $400,000 between the combined planning projects. <br />Council should consider that both plans are vital to the success of the PROS Department, <br />and its divisions, as they will establish guiding documents to inform resource investments <br />and aspects of planning, operations and department management for the next decade. <br />The previous PROS Department plan was completed in 2012 and is therefore overdue for <br />its typical 10-year update — particularly in light of the significant events that have occurred <br />since its completion including the 2013 flood, 2021 Marshall Fire, COVID pandemic and <br />significant transitions in both City and Department leadership. <br />Furthermore, as outlined in Title 4 of the Louisville Municipal Code, the Open Space <br />Advisory Board is tasked with overseeing the adopted Trails Master Plan, however such <br />plan has not been previously completed as a standalone resource, and this will serve as <br />the opportunity to complete this particular planning process for the first time. <br />2025 COUNCIL WORK PLAN: <br />The PROS Long -Range Plan and Trails Master Plan are listed in the Core Services <br />section of the 2025 work plan. These plans incorporate Council's EDI lens with planning <br />strategies focused on community engagement which listens to all voices and obtains <br />direction for the collective community's needs and desires. Environmental sustainability is <br />at the forefront of the planning effort with a lead consultant who integrates such philosophy <br />into their daily practice and a dedicated environmental sub -consultant to advise and direct <br />all aspects of both plans. <br />FISCAL IMPACT: <br />Budgeted?: Yes <br />As outlined below, the City currently has $300,000 allocated to the PROS Long -Range <br />Plan and an additional $100,000 specifically for the Trails Master Plan. <br />The $300,000 originated in the 2024 budget in the fund previously known as Fund 201 — <br />Open Space & Parks. It was placed into this shared fund with the intention of being used <br />for the overall PROS Department Long -Range plan, including components for all four <br />PROS divisions. <br />CITY COUNCIL COMMUNICATION <br />6 <br />
