Where a user, subject to categorical pretreatment <br /> standards, has not previously submitted an application for a <br /> wastewater diSCharge permit, the user shall apply for a wastewater <br /> discharge permit within thirty days after promulgation of the <br /> applicable categorical pretreatment standard. Any user with an <br /> existing wastewater discharge permit shall submit to the Ci ty, within <br /> thirty days after such promulga t:ion, the information required by <br /> subsection C (8 ) and C ( 9 ) of this section. In addition to the <br /> foregoing, the terms and conditions of the permit shall be subject to <br /> modification by the Ci ty during the term of the permit as limitations <br /> or requirements are modified or other just cause exists. Any changes <br /> or new conditions in the permit shall include a reasonable time <br /> schedule for compliance as determined by the Ci ty. <br /> E. Permit Conditions. Wastewater discharge permits shall <br /> be expressly subject to all provlsions of this ordinance and all <br /> other applicable regulations, user charges, and fees established by <br /> the Ci t y . Permits may be conditloned upon the following: <br /> (1 ) Limits on the average and maximum wastewater <br /> constituents and characteristics. <br /> ( 2 ) Limits on average and maximum rate and time <br /> of diSCharge or requirements for flow regulations <br /> and equalization. <br /> (3) Requirements for installation and maintenance <br /> of inspection and sampling facilities. <br /> (4 ) Specifications for monitoring programs which <br /> may include sampling locations, frequency of <br /> sampling, number, types and standards for tests <br /> and reporting schedules. <br /> ( 5 ) Compliance schedules. <br /> (6 ) Requirements for submission of technical <br /> reports or diSCharge reports. <br /> (7) Requirements for maintaining and retaining <br /> records relating to wastewater discharge as <br /> specified by the Ci ty and affording City <br /> access thereto. <br /> ( 8 ) Requirements for notification of the City <br /> of any new introduction of wastewater consti- <br /> tuents or average volume being introduced into <br /> the POTW. <br /> (9 ) Requirements for notification of slug loads. <br /> ( 1 0 ) Requirements for separate systems to handle <br /> sanitary and industrial wastewater, such that <br /> in the event that the user's industrial waste- <br /> water is or could cause an interference or a <br /> potential interference with the POTW, that the <br /> industrial wastewater could be served, preventing <br /> discharge into the POTW but still allowing the <br /> user's sanitary wastewater to discharge into <br /> the POTW. <br /> ( 1 1 ) Any other conditions as deemed necessary <br /> by the Ci ty in order to enforce the provisions <br /> of this ordinance. <br /> F . Permit Duration. A wastewater diSCharge permit shall <br /> be issued for a period of three years from the date of issue. The <br /> user shall apply for a new permit within a minimum of ninety days <br /> prior to the expiration of the user's existing permit. Any permit <br /> may be suspended or revoked for failure to comply with the <br /> requirements of this ordinance. <br /> - '12- <br />
