<br /> 29. New Source. Any source, the construction of which is <br /> comm~nced after-the publication of proposed regulations prescribing a <br /> sectIon 307 (c) (33 U.S.C. 1317) Categorical Pretreatment Standard <br /> which will be applicable to such source, if such standard is <br /> thereafter promulgated within 120 days of proposal in the Federal <br /> Register. Where the standard is promulgated later than 120 days <br /> after proposal, a new source means any source, the construction of <br /> which is commenced after the date of promulgation of the standard. <br /> 30. ~. The logarithm (base 10) of the reciprocal of the <br /> concentration 0 hydrogen ions expressed in grams per liter of <br /> solution. <br /> 31. Pollutant. Any dredged spoil, solid waste, <br /> incinerator, residue, sewage, garbage, sewage sludge, explosives, <br /> chemical wastes, corrosive substances, biological materials or <br /> nutrients, radioactive materials, heat, malodorous substances, <br /> wrecked or discharged equipment, rock, sand, slurry, cellar dirt, <br /> untreatable waste or industrial, municipal, and agricultural waste <br /> discharged into water or with water. <br /> 32. Pollution. The man-made or man-induced alteration of <br /> the chemical, physical, biological, and radiological integrity of <br /> water. <br /> 33. Potential Contributor. Industries which may be <br /> classified as categorical industries and the nature of their <br /> processes are such that priority pollutants are not discharged under <br /> normal operations. This includes anyone storing hazardous materials <br /> as defined in this ordinance. <br /> 34. Pretreatment or Treatment. The reduction of the amount <br /> of pollutants, the eliminatIOn of pollutants, or the alteration of <br /> the nature of pollutants or the alteration of the nature of pollutant <br /> properties in wastewater to a less harmful state prior to or in lieu <br /> of discharging or otherwise introducing such pollutants into a POTW. <br /> The reduction or alteration can be obtained by physical, chemical or <br /> biological processes or other means. <br /> 35. Pretreatment Requirements. Any substantive or <br /> procedural requirement relatealto pretreatment, other than a <br /> categorical pretreatment standard imposed on an industrial user and <br /> shall include conditions of a watewater discharge permit. <br /> 36. Pretreatment Standards. All applicable federal rules <br /> and regulations implementing Section 307 of the Act (33 U.S.C. <br /> section 1317) , as well as any non-conflicting state or local <br /> standards. In cases of differing standards or regulations, the more <br /> stringent shall apply. <br /> 37. Priority Pollutants. Any of the various toxic <br /> compounds that can reasonably be expected in the discharges from <br /> industries as determined by the EPA, pursuant to section 307 (a) of <br /> the Act [33 U.S.C. section 1317 (a)]. <br /> 38. Private Sewage Disposal System. Any sewage disposal <br /> system other than public facilities, such as privies, privy vaults, <br /> septic tanks, soil absorption systems, cesspools, chemical toilets, <br /> package treatment plants or similar facilities which receive or are <br /> intended to receive wastewater and which are not connected to the <br /> POTW; but this term shall not include any treatment plant which has a <br /> valid NPDES permit. <br /> 39. Publicly Owned Treatment Work (POTW). A treatment <br /> works as defined by Section 217 of the ~ (33 U.S.C. 1292) which is <br /> owned in this instance by the City. This definition includes any <br /> sewers that convey wastewater to the POTW treatment plant, but does <br /> not include pipes, sewers or other conveyance not connected to a <br /> facility providing treatment.
