Lcityor <br />Louisville <br />COLORADO • SINCE 1878 <br />City Council <br />Economic Vitality Committee <br />Meeting Minutes <br />Thursday, May 8, 2025 <br />Regular Meeting <br />1. Call to Order: Mayor Leh called the meeting to order at 3:01 p.m. <br />2. Roll Call: The following members of the City Council were present: Mayor <br />Leh, Councilmember Kern, and Councilmember Fahey. Also present were <br />Deputy City Manager Samma Fox, Economic Vitality Manager Vanessa <br />Zarate, and Economic Vitality Specialist Austin Brown. Two members of the <br />public were in attendance. <br />3. Approval of Agenda: Mayor Leh moved to approve the agenda; seconded <br />by Councilmember Kern. All in favor. <br />4. Approval of Minutes: Mayor Leh made a motion to approve the April 10, <br />2025 meeting minutes; seconded by Councilmember Kern. All in favor. <br />5. Public Comments on Items Not on the Agenda: None. <br />6. Small Retail and Restaurant BAP Amendment Discussion: <br />Manager Zarate introduced, the proposal for an amendment to the Business <br />Assistance Program (BAP), Small Retail and Restaurant. <br />Staff would amend the program to assist small businesses and explained the <br />intention is to encourage and expedite back incentive reviews and approvals <br />for small retail and restaurant businesses that bring in sales tax. By making it <br />administrative, Staff can approve the incentives more quickly versus having to <br />bring them to City Council. <br />Currently the City's BAP program does have opportunities for administrative <br />review by the City Manager if the entire package is less than $50,000. <br />Staff is proposing that new or expanding businesses within the City must <br />have a total square footage that is less than 3,000 square feet and no more <br />than five locations. The proposed incentive is tiered so that recipients are <br />getting higher rebates earlier in the 5-year process; at year one, 90%, at year <br />two, 70%, at year three, 50%, at year four, 30%, and at year five 10%. At <br />term, this structure would effect a 50% rebate.
