This state funded program offers <br />15 hours of free preschool per week for children who are 4 years old by October 1st of <br />each school year. By participating in this program, the City of Louisville is given a "per <br />child per month" reimbursement from the State of Colorado during the school year. <br />BACKGROUND / PRIOR DISCUSSIONS: <br />This intergovernmental agreement (IGA) has historically been seen as administrative and <br />has not previously been approved/reviewed by City Council but has been reviewed by the <br />City Attorney, PROS Director and City Manager each year. Continued participation in the <br />program and approval of this IGA is supported by staff and the Recreation Advisory Board. <br />ANALYSIS: <br />Registration for the 2025-26 school has already occurred and the 4-year-old pre-school <br />classroom is full with 18 children that will be attending the program known as Stepping <br />Stones. UPK in Colorado provides families free, high -quality preschool for children in the <br />year before kindergarten. The program at the Louisville Recreation & Senior Center is a <br />half day program which offers 15 hours/week of learning. <br />2025 COUNCIL WORK PLAN: <br />UPK matches the City Council EDI lens and initiatives by offering free, high -quality <br />preschool to any child that is eligible through the state requirements. It also touches the <br />Safety priority by providing a safe place for youth to attend pre-school and recreate. <br />FISCAL IMPACT: <br />Budgeted?: Yes <br />The pre-school program is budgeted in the "Youth Activities Division" of the Recreation <br />Fund. <br />ALTERNATIVE(S): <br />CITY COUNCIL COMMUNICATION <br />4 <br />
