Preliminary Internal Review Draft <br />NEIGHBORHOOD ENHANCEMENT (NE) <br />The following Goals and Strategies ensure the quality of life and <br />character of development align with the community Vision. <br />Goal NE.1. Value and enhance <br />the unique character of both new <br />and established neighborhoods, <br />emphasizing appropriate scale, <br />size, aesthetics, and land uses. <br />Strategy <br />A. Review and update current <br />development and design <br />standards to define scale, massing <br />and compatibility with existing <br />neighborhoods as identified in the <br />land use categories and Placetypes <br />in Chapter 2. <br />B. Support reinvestment and change <br />within residential neighborhoods <br />while maintaining character. <br />C. New development should be <br />compatible in mass and scale <br />to adjacent neighborhoods <br />and provide a context -sensitive <br />transition from higher to lower <br />density. <br />D. Encourage development that <br />supports community values <br />including multimodal connectivity, <br />access to parks and open spaces, <br />sustainability, and housing <br />diversity. <br />E. Maintain and enhance areas with <br />mature landscaping. <br />F. Protect and promote Downtown <br />Louisville as the heart of the <br />City by preserving Main Street's <br />historic character, supporting local <br />businesses, encouraging active <br />ground -floor uses. <br />Goal NE.2. Ensure new <br />development aligns with the <br />Vision, Goals, and Strategies of the <br />Comprehensive Plan. <br />Strategy <br />A. Use the Vision and Core Values as <br />a guidepost for decision -making. <br />B. Update Title 17 of the Code of <br />Ordinances to implement the <br />Comprehensive Plan. Include <br />requirements for Community <br />Benefits for any project that seeks <br />to achieve the maximum heights <br />and densities identified in the <br />Placetypes. <br />C. Use the Placetypes and Future <br />Land Use Map to guide and direct <br />specific design and to inform future <br />development. <br />D. Ensure that development <br />applications and rezonings are <br />consistent with the Future Land <br />Use Map and Classifications. <br />E. Align City Capital Improvement <br />plans and funding to maintain <br />levels of service to residents and <br />add complimentary amenities to <br />new neighborhoods. <br />Goal NE.3. Update development <br />code and design standards to <br />address the policies of this Plan. <br />Strategy <br />A. The update to Title 17 of the Code <br />of Ordinances should address the <br />following topics, among others, set <br />forth in this Plan: <br />56 I Land Use and Development LOUISVILLE COMPREHENSIVE PLAN <br />
