Preliminary Internal Review Draft <br />HOUSING DIVERSIFICATION (HD) <br />The following Goals and Strategies advance the City's recently adopted <br />Housing Plan to diversify and increase Louisville's housing supply at <br />appropriate locations. <br />Goal HD.1. Increase the supply and Goal HD.2. Initiate zoning <br />code changes to address <br />the effectiveness of existing <br />regulations and identify barriers to <br />housing development. <br />diversity of housing. <br />Strategy <br />A. <br />Implement strategies and actions <br />from the Louisville Housing Plan <br />to diversify housing types and <br />provide access to affordable <br />housing. <br />B. Amend policies and zoning codes <br />to reduce barriers to providing a <br />range of housing types. <br />C. Leverage funding opportunities for <br />affordable housing. <br />Strategy <br />A. Initiate a development code update <br />to allow for more diverse housing <br />types such as missing middle <br />housing (small-scale, multi -unit <br />housing like duplexes, townhomes, <br />etc), additional dwelling units <br />(ADUs), smaller homes, and <br />reduced minimum lot sizes. <br />B. Evaluate regulatory or financial <br />incentives for a range of housing <br />types on vacant or underutilized <br />sites and in opportunity areas. <br />C. Develop a density bonus program <br />that allows for three story <br />Naturally Occurring Affordable Housing <br />Naturally Occurring Affordable Housing, or NOAH, <br />are residential units that provide housing that is <br />affordable without a deed -restriction, covenant, or <br />public subsidies. These are typically rental units <br />that are affordable for low-income households, and <br />include older homes and housing in manufactured <br />housing communities. While these units typically <br />have lower rent and purchase prices compared <br />to newer development, the lack of covenants and <br />subsidies makes these housing units particularly <br />vulnerable to either redevelopment or disrepair. <br />For this reason, the Comprehensive Plan seeks to <br />support maintenance of these existing NOAH units. <br />The NOAH Map on page XX of this plan illustrates <br />where these existing units are located throughout <br />the community. <br />58 I Land Use and Development <br />LOUISVILLE COMPREHENSIVE PLAN <br />
