Open Space Advisory Board <br />Minutes <br />June 11, 2025 <br />Page 4 of 5 <br />9. 7:40 pm Discussion Item: OSAB Acquisition Plan Recommendations to the <br />City Manager. Presented by Michiko Christiansen & Brad Pugh, OSAB Board <br />Members (60 Minutes). <br />• Brad provided updates from the Tiger team. He is suggesting contacting property <br />owners directly. Feedback is needed if possible. The City Manager will <br />investigate this. The board has spent much time on prioritization, but no progress <br />has been made by City Manager and Council. Susan recommends conducting an <br />executive session to discuss this topic. Executive sessions are suitable as they <br />ensure confidentiality of the properties under discussion. The City Manager says <br />that she has reviewed the property acquisition priority list but needs some <br />clarification on the ranking methodology. Michiko stressed the need for <br />actionable progress. Andy indicated that funding provided through 2C is <br />inadequate, and additional sources of funding would be necessary. The City <br />Manager states that OSAB input will help develop a plan for future funding to <br />present to the Council. <br />• One challenge is finding a seller who prioritizes supporting conservation <br />rather than focusing solely on market value. Ben proposes having a pitch ready. <br />Brad thinks it's generally a good idea, but more importantly, the city needs a <br />formal process and framework. Michiko mentioned the city council letter; we <br />need to create a formal process. Brad emphasized that when one of the top <br />priority properties (CC, DD) becomes available, we need to be prepared to act. <br />Mark says feedback should be sought from City Council. Mayor Leh previously <br />toured the various properties with the OSAB board, but it is unknown how familiar <br />Council is with the various top- ranked properties. <br />10. 8:40 pm Discussion Item: Follow-up Regarding 2025 OSAB Work Plan. <br />Presented by Susan McEachern, OSAB Chair (30 Minutes). <br />i. Did City Council Approve the 2025 OSAB Work Plan Items that are <br />not on the Department Work Plan? <br />• Susan mentioned that there has been little feedback from the City Council <br />since the meeting and asked the City Manager about any updates. The City <br />Manager stated that, since there has not been any communication, the initiatives <br />were likely approved. <br />• The Bird City initiative appears to be viewed positively, as does the rodenticide <br />ordinance. The City Council seems to support these initiatives, but no action has <br />yet been taken.. <br />i. July 15, 2025, Tentative City Council 2026 Council Work Plan <br />• The City Manager updated the 2026 work plan.
