Davidson closed the public hearing and called for Council comments and questions. <br /> <br />Mayer asked Tom Phare, Public Works Director, whether the frontage of Dillon Road as <br />it abuts these properties has been annexed. <br /> <br />Light replied that there is a separate parcel within the Trillium Property, which is not <br />incorporated. <br /> <br />Mayer questioned whether the City has actually annexed the roads of these properties. <br /> <br />Light replied that he was unsure whether the portion of Dillon Road in front of the <br />unincorporated area was annexed. <br /> <br />Mayer stated that this brings up the question of who is responsible for Dillon Road. <br /> <br />Bill Simmons, City Administrator, stated that this would be referred to in the Dillon Road <br />Agreement, which was done in 1983 when the properties were annexed and the properties <br />agreed to improve Dillon Road. <br /> <br />Mayer questioned whether Dillon Road is actually within the City of Louisville. <br /> <br />Simmons replied that portions of it are, however, he was unable to identify which <br />portions are. <br /> <br />Mayer stated that the question of who pays to expand the road might be whoever owns <br />the road. He requested clarification on that question before the Intergovernmental <br />Agreement is finalized. <br /> <br />Sisk requested clarification that the Northwest Parkway would bisect the property. <br />Light replied, yes. <br /> <br />Sisk stated that he did not believe, however, that the Northwest Parkway alignment was <br />firmly established. <br /> <br />Light replied that Sisk was correct. He explained that under the Northwest Parkway <br />Agreement, it has been firmly established as a three hundred-foot right-of-way, however, <br />it can shift fifty feet in either direction. <br /> <br />Sisk expressed concern that the City of Louisville is going to be acquiring fee-simple <br />rights to the property that will ultimately be used by the Northwest Parkway. <br /> <br />Light replied that Boulder County would accept from the conveyances to the City the <br />Northwest Parkway right-of-way within the assumed corridor of three hundred feet.
