City Council Economic Vitality Committee <br />Meeting Minutes <br />August 14, 2025 <br />Page 2of4 <br />Public comment from Samuel Durand: Mr. Durand stated that he was generally <br />opposed to rezoning the Pine Street area and stated that the proposed Railyard at <br />Louisville would greatly impact the surrounding residential properties. <br />RESCHEDULE SEPTEMBER 11 MEETING <br />Manager Zarate proposed that the regular September meeting of the EVC be moved <br />from September 11 to September 25, citing staff scheduling conflicts. Mayor Leh made <br />a motion to reschedule the September 2025 EVC meeting from September 11 to <br />September 25 at 3:00 p.m. Councilmember Fahey seconded. Motion passed. <br />ECONOMIC VITALITY DAY <br />Manager Zarate gave an overview of the 2025 Economic Vitality Day planned for <br />Monday, November 10 and asked for Committee feedback and questions. <br />Councilmember Fahey commented that she is in support of the proposed Economic <br />Vitality Day, but noted that there is also a Council meeting scheduled for November 10. <br />She asked if EV Day would end before the planned Council meeting. Manager Zarate <br />confirmed that EV Day would likely take place from 9 a.m.-3 p.m. in Louisville. <br />Mayor Leh stated that he thought last year's event was a success, citing the ability for <br />the participating organizations to meet each other as a big takeaway. He commented <br />that this year's event sounds like it will be more advanced, with the planned panels and <br />numerous participants that are now familiar with one another. He thanked Manager <br />Zarate for her hard work on Economic Vitality Day. <br />Mayor Leh asked whether the event would be noticed as a public meeting. Manager <br />Zarate confirmed that the meeting will be noticed because both City Council and the <br />LRC will be in attendance. She also confirmed that last year's event was noticed and <br />that non -invitees will again be allowed to attend and listen without participating. <br />Manager Zarate asked if there was anything specific that the EVC would like to learn or <br />hear about during EV Day. Councilmember Fahey commented that she looks forward to <br />the participants' feedback on the Business Satisfaction Survey. Mayor Leh agreed, and <br />noted that he hoped the EVC could review the survey results prior to EV Day. Mayor <br />Leh also added that he would appreciate hearing comments on Louisville's Comp Plan. <br />STAFF UPDATES <br />Manager Zarate gave an overview on staff updates and asked for questions. She noted <br />that Louisville submitted its Enterprise Zone application to the Colorado Office of <br />Economic Development and International Trade. Mayor Leh asked Manager Zarate if <br />she could elaborate on the benefits that the Enterprise Zone would have. Manager <br />Zarate responded that the Enterprise Zone will make state tax credits available to <br />businesses located within Enterprise Zone boundaries that undergo qualifying activities. <br />DEVELOPMENT UPDATES <br />Agenda Packet P. 4 <br />
