SUBJECT: <br />INITIAL 2026 CITY MANAGER FEE DISCUSSION <br />DATE: <br />SEPTEMBER 18, 2025 <br />PAGE 5 OF 5 <br />fees at a level that is related to the actual cost of producing the good or service. The City <br />will also periodically examine and compare rates from other cities providing similar <br />services. It is recognized that competing policy objectives may result in user fee levels <br />that recover only a portion of the costs. The City Council's intent is to review all fees every <br />year during the budget process. For years in which a complete recalculation of full costs <br />is not done, this policy authorizes the use of an annual fee inflator to be applied to certain <br />fees. <br />4.7 Fees for Children's Recreational Services and Senior Programs. <br />The City may set fees for children's recreational programs and senior services at levels <br />below the full cost of providing those services. <br />4.8 Fees for Non -Resident City Services. <br />Non-residents may be required to pay higher fees than residents for City services. <br />RECOMMENDATION: <br />This is an informational and discussion Item. Staff will be available to facilitate the initial <br />2026 City Manager fee discussion and answer questions. Staff welcomes Committee <br />Feedback on fee adjustment methodology within existing City Financial Policies and can <br />return to a future Finance Committee meeting with those modifications. Should any <br />proposed adjustments be outside of existing City Financial Policies, Staff will note and <br />return with those adjustments as part of the annual City Financial Policy review slated for <br />Spring 2026. <br />ATTACHMENTS: <br />1.
