Omcityof <br />Louisville <br />COLORADO • SINCE 1878 <br />FINANCE COMMITTEE <br />COMMUNICATION <br />ITEM 2 <br />SUBJECT: INITIAL 2026 CITY MANAGER FEE DISCUSSION <br />DATE: SEPTEMBER 18, 2025 <br />PREPARED BY: RYDER BAILEY, CPA, FINANCE DIRECTOR <br />PRESENTED BY: RYDER BAILEY, CPA, FINANCE DIRECTOR <br />SUMMARY: <br />This information item intends to provide background and context to the City Manager set <br />fees and to initiate a discussion on adjusting certain City Manager -delegated fees for <br />2026. <br />Depending on the feedback received by the Committee, Staff may return to the Finance <br />Committee at a future meeting to follow up on this item with a comprehensive fee <br />schedule and recommended adjustments. Staff will present the City Manager Fees to the <br />City Council in November or December for adoption. <br />The Finance Department coordinates and facilitates the collection and dissemination of <br />City Manager Fee information. <br />The City has two types of fees: those established by the City Council through Resolution <br />and those delegated to the City Manager by City Codes, Section 2.04.030 — Powers and <br />Duties, (B), Paragraph 10, Other City Codes referenced in this communication and by <br />Ordinance 1603, Series 2011 (Attached). <br />City Council fees established by the City Council through a Resolution that are not <br />part of this item. <br />City Council fees established by the City Council through Resolution that are not <br />delegated to the City Manager include, but are not limited to, Utility Rates, Licenses (Sales <br />and Use, Liquor, Marijuana, etc), and Development Building Permits, Inspections, and <br />Reviews. Those fees and rates are not part of this item. <br />Per City Code, Section 2.04.030 — Powers and Duties, (B), Paragraph 10, which states; <br />"The City manager shall have the following powers and duties to establish fees for <br />goods, services and the use of facilities of the city, excluding those fees that <br />pursuant to this Code are to be established by ordinance or resolution of the city <br />council. The city manager shall set such fees in amounts that are reasonably necessary <br />to defray the city's overall costs for such goods, services or facilities, and all fees so set <br />FINANCE COMMITTEE COMMUNICATION <br />
