SUBJECT: <br />INITIAL 2026 CITY MANAGER FEE DISCUSSION <br />DATE: <br />SEPTEMBER 18, 2025 <br />PAGE 3 OF 5 <br />Background: These fees relate to certain rooms, locations, sports fields, and park <br />shelters. <br />Process: These fees are reviewed annually by either Department Staff, Recreation <br />Advisory Board, and /or adjusted by an inflationary factor, rounded to the nearest dollar. <br />These fees aim to recover a portion of the service's cost. These fees can be found in <br />Rows 41 — 48 and 72 — 131 of Attachment 2. <br />Recreation Center Fees (Section 2.04.030 — CM Powers and Duties): <br />Background: These fees support and fund the operations of the Louisville Recreation <br />Center. User Fees are the primary funding source of the Recreation Center's operations. <br />The Recreation fund is also funded by an annual General Fund subsidy transfer for <br />operational support and by a dedicated permanent Sales Tax (0.15%). <br />Process: These fees are reviewed annually by Department Staff and the Recreation <br />Advisory Board (RAB) and are material to Recreation Center operations. These fees seek <br />cost recovery for Adult Programs and partial cost recovery of the service for Youth, Senior <br />and Aquatic Programs. Non -Residents are charged 50-100% higher rate for Pass Fees <br />(Memberships and Passes) than City Residents. Non -Residents are charged 25% higher <br />rate for certain programming than City Residents. These fees can be found in Rows 135 <br />— 217 of Attachment 2. <br />Please refer to City Financial Policies 4.7 and 4.8 for further detail on partial cost recovery <br />and Non -Resident Fees. <br />Coal Creek Golf Course (Section 2.04.030 — CM Powers and Duties): <br />Background: User fees support and fund the operations of the Coal Creek Golf Course. <br />User Fees are the primary funding source for golf course maintenance and operations. <br />These fees can be found in Rows 218 — 222 of Attachment 2. <br />Process: Golf Fees are reviewed annually by Department Staff and the Recreation <br />Advisory Board (RAB). These fees aim to recover the full cost of the service. Non - <br />Residents are charged the same rate as City Residents. <br />Per Mark Jensen, CCGC General Manager, paraphrased. <br />"Staff are looking at all the fees players pay at Coal Creek Golf Course. We are analyzing <br />our competition as well to see where we sit. I anticipate that our green fees need to go <br />up and be simplified, and our memberships need further review as well. Our plan is to <br />put together a proposal for all parties that need to chime in by October 15th. The current <br />memberships are good through March of 2026 so new ones would start April 1. Green <br />fee rates and cart rates ideally would change Jan 1." <br />Certain Community Development Fees, specific to Subdivision and Annexation Fees, as <br />well as Annual adjustments to Impact Fees, are set and/or adjusted by the City Manager. <br />These fees can be found in Rows 234 — 281 of Attachment 2. <br />FINANCE COMMITTEE COMMUNICATION <br />
