Mayer agreed with Sisk. He explained that ethics opinions are stated strictly in terms of <br />the ethics ordinance, however, there are other questions that have been raised on this <br />issue. He stated that it is very important for all concerned that all the facts come out, not <br />just facts related to the ethics ordinance. He suggested a plan for the best method to <br />accomplish this inquiry be developed over the next several weeks by the Mayor, the City <br />Attorney and the City Prosecuting Attorney. Mayer stated that he did not wish to make <br />any pre-judgements, however, he felt that the implications are very serious. <br /> <br />REGULAR BUSINESS <br /> <br />PRESENTATION - DOWNTOWN BUSINESS ASSOCIATION PROGRESSIVE <br /> URBAN MANAGEMENT ASSOCIATES PROPOSAL <br /> <br />Cheri Ruskus, Executive Director of the Downtown Business Association, 801 Main <br />Street, Louisville, Colorado explained that she presented a proposal from the Progressive <br />Urban Management Associates to Council at the May 4, 1999 City Council meeting. The <br />package contained a marketing plan for downtown Louisville to determine the economic <br />future of downtown Louisville. She explained that at meeting with the Mayor, <br />Councilman Keany, and City staff, the Mayor expressed interest in the proposal, <br />however, he requested that it receive the support of at least twenty downtown businesses. <br />Ruskus stated that this proposal appears to be bringing the downtown businesses <br />together. She presented a list to Council of forty-five businesses that endorse the <br />proposal, forty-two of which have made financial contributions to the proposal. She read <br />the names of the businesses that endorse the proposal. Ruskus requested that the Council <br />approve a grant to the Downtown Business Association in the amount of $13,000 to <br />coordinate the project outlined in the proposal. She explained that, if the grant is <br />approved, work on the project could begin immediately. She stated that the goals of the <br />project are: <br /> 1. To develop an economic profile and niche Strategy that identifies market- <br /> driven opportunities to collaboratively promote, manage, and sustain <br /> downtown Louisville. <br /> 2. Create an distinct identity that strengthens downtown Louisville as a <br /> unique niche destination within the regional marketplace. <br /> 3. Identify new business opportunities to improve downtown Louisville's <br /> retail and service mix in a manner that enhances its existing character and <br /> sense of place. <br /> 4. Provide recommendations to the City of Louisville on policy issues to <br /> accommodate future development, including zoning, parking, etc. <br /> 5. Engage downtown property owners, business and civic leaders in a <br /> participatory process that builds ownership and collaborative marketing <br /> initiatives and improvements. <br /> <br />She thanked Arlin Lehman, Debbie Krueger, Erik Hartronft, Rhonda Grassi and Donna <br />Rogers for their attendance at tonight's meeting in a show of support. <br /> <br />4 <br /> <br /> <br />
