proposed height and bulk of applicant's building is not appropriate
because of its proximity to Dillon Road, a landscaped arterial
boulevard at a significantly lower grade, and to planned single-
story buildings which will have floor area ratios significantly
lower than applicant's proposed building.

g. LMC Section 17.28.120.B.16 states "[a]rchitectural
design of buildings shall promote harmonious transitions and
scale in character in areas of different planned uses, and shall
contribute to a mix of styles within the City." The applicant's
proposal does not provide a harmonious transition in scale in that
the three-story bulk of the building does not provide a
transitional scale from the three-story hotel adjacent to the
south, to the adjacent landscaped arterial boulevard nor to the
planned adjacent single-story buildings.

h. Applicant submitted to City Council a bulk plane
analysis. The analysis assigned bulk plane slopes to applicant's
building, and other existing and proposed buildings, based upon the
distances from the Dillon Road right-of-way to building roof peaks.
City staff stated that while the analysis may be used to compare
bulks with reference to a single point of measurement, the analysis
does not account for bulking related to the length of a building
facade, nor does it account for other factors that contribute to
building bulk. As such, the City Council finds such analysis is
not relevant to its concerns and findings regarding the bulk of the
north elevation of applicant's proposed building.

2. Based solely on its findings and the evidence in the
record before it, the City Council concludes that the proposed
Final PUD Development Plan for Quality Inn and Suites on Lot 2,
Centennial Valley, Parcel H, Filing No. 2, should be and is hereby
denied.

PASSED~ this 2--15__t day 'of April

ATTEST: ~ Tom Davidson, Mayor

, 1998..

Dave Clabots, City Clerk

04/16/98/WP8.0/ [lat] c: \Myfiles\Lville\QultyInn. res

3
