proposed height and bulk of applicant's building is not appropriate <br />because of its proximity to Dillon Road, a landscaped arterial <br />boulevard at a significantly lower grade, and to planned single- <br />story buildings which will have floor area ratios significantly <br />lower than applicant's proposed building. <br /> <br /> g. LMC Section 17.28.120.B.16 states "[a]rchitectural <br />design of buildings shall promote harmonious transitions and <br />scale in character in areas of different planned uses, and shall <br />contribute to a mix of styles within the City." The applicant's <br />proposal does not provide a harmonious transition in scale in that <br />the three-story bulk of the building does not provide a <br />transitional scale from the three-story hotel adjacent to the <br />south, to the adjacent landscaped arterial boulevard nor to the <br />planned adjacent single-story buildings. <br /> <br /> h. Applicant submitted to City Council a bulk plane <br />analysis. The analysis assigned bulk plane slopes to applicant's <br />building, and other existing and proposed buildings, based upon the <br />distances from the Dillon Road right-of-way to building roof peaks. <br />City staff stated that while the analysis may be used to compare <br />bulks with reference to a single point of measurement, the analysis <br />does not account for bulking related to the length of a building <br />facade, nor does it account for other factors that contribute to <br />building bulk. As such, the City Council finds such analysis is <br />not relevant to its concerns and findings regarding the bulk of the <br />north elevation of applicant's proposed building. <br /> <br /> 2.
