but other members noted that in the past, we didn't bias ourselves with <br />whether a property included easements but just looked at intrinsic property <br />qualities to offer a neutral evaluation. There was consensus to include CC <br />in the top priorities based on it's unique location and critical riparian <br />habitat, even though it has a conservation easement on it. <br />OSAB discussion on format of Open Space Parcel rankings: <br />o General consensus is not to include scores as not all members ranked all <br />properties, and the top 6 are all high priority. <br />o We could list the top 6 as priorities to City Council, with the remainder as <br />under consideration. <br />o There are past examples of proposed acquisition strategies that are part <br />of the meeting package that can be used as a recommendation for each <br />acquisition strategy to Council. <br />o Could also make a recommendation to recommend a parcel contingent on <br />purchasing another parcel. (e.g., WW and WW1) <br />o Could also color code. <br />o Let's remember that the City Manager wants a simple presentation and <br />recommendation from which to decide. <br />Final agreement by OSAB on format of Open Space Parcel rankings: <br />o Use a single sheet to list recommended parcels with relevant details. <br />o Format will include the following columns and categories: <br />• Property name, parcel alpha code, size, conservation easement, <br />zoning, acquisition strategy, rationale <br />o Add reference material for each property that provides further details <br />(same as past example in packet from previous years). <br />o Put top 6 as high priority, then have a colored demarcation that states <br />"other considerations" for the parcels listed below . <br />o Add a line above parcel F and label the parcels listed below it (e.g., F, <br />AA1, AA2, F, XX, P) as Properties considered but no recommendations."' <br />These are lower priorities. <br />o Include the map with a color code to reflect the new priorities. <br />11. 8:35 pm Discussion Item: "Open Space Candidate Parcels: Opportunities for <br />Preserving Open Space and Improving Trail Connectivity"- Determine Format <br />for City Council Meeting in November.
