feet, and he did not believe that it was doable. He stated that placing the church building <br />on the middle of the site, it would be located a long distance from 96th Street. He <br />explained that the other buildings, three schools and a multi-purpose center, would <br />surround the church building. He stated that they have found that, in Boulder County, <br />church parking requires one parking space for every two persons in attendance. He stated <br />that they anticipate a typical Sunday Mass attendance of 1,000 people, which would <br />result in a parking demand for 500 cars. The parking spaces are concentrated on the north <br />side, as it is the principal entrance. He stated that there is a large amount of open space <br />and they hope to maintain landscaping on the perimeters in a natural, low water, low- <br />maintenance environment to match the surrounding open space. He explained that they <br />believe that the Special Uses proposed for the site are a good match with the surrounding <br />area. He agreed that they would need a variance for building height, as no zoning in the <br />City permits heights above fifty-feet. He explained that, technically, the building height <br />at the pyramid is 75-78' high. He expressed doubt that the building could be lowered to <br />fifty-feet, however, he agreed that it could probably be less than 78' high. He stated that, <br />aside from the height requirement, they would be able to meet all the City requirements <br />with the building. He was then available to answer questions. <br /> <br />Davidson called for Council comments and questions. <br /> <br />Mayer questioned the number of Special Review Uses that could be combined and still be <br />compatible as an 'agricultural use.' He asked Johnstone whether a rezoning would be <br />more appropriate. <br /> <br />Johnston replied that a rezoning could be initiated and take place. He explained that the <br />Special Review Use criteria are designed to address the issues associated with a single or <br />a combination of the types of uses. <br /> <br />Mayer asked how many buildings with different types of uses would be allowed by <br />Ordinance on a site. He explained that typically you have something centered around a <br />use on an agricultural site. <br /> <br />Johnstone replied that a rezoning wouldn't be necessary. He explained that you often find <br />churches in agricultural settings and schools, at the same time, in agricultural settings. He <br />explained that the site is not large enough to qualify as a planned district, unless it was <br />incorporated into some of the adjacent properties under one planned district. He was <br />uncertain that a commercial or business zoning district would be appropriate in the area <br />without knowing specifically what the development would be. <br /> <br />Mayer stated that the hospital property was zoned agricultural, however, there was a <br />master development agreement drawn up for the entire development. He requested that <br />staff evaluate the zoning to make sure that the use would fit the zoning. Mayer expressed <br />concern for the height of the pyramid, as well as the phasing schedule. He asked Sam <br />Light, City Attorney, for the rules governing a PUD with this phasing schedule. <br /> <br />15 <br /> <br /> <br />
