<br />Resource Conservation Advisory Board <br />Minutes <br />DATE <br />Page 2 of 3 <br /> <br />Green Point System Discussion <br />1. Reviewed discussion from December with Mike Jones, Chief Building <br />Official regarding a potential Green Points program. <br />2. Scott suggested that LRCAB present a "mission statement" to the Board <br />of Appeals and the Chief Building official regarding their main goals for a <br />Green Points program. The Board of Appeals would be the board to <br />implement and changes to the building code. <br />3. Laura suggested three main elements: <br />. conduit in all new buildings to allow for solar connections; <br />. recycle construction waste; <br />. requirement of "Energy Star" appliances in new construction. <br /> <br />4. Billy suggested requiring appliances which get tax rebates for home <br />buyers. <br />5. Laura heard a figure where Energy Star appliances can save up to $400 <br />annually for homeowners. <br />6. Jenny suggested water saving measures be included; ie. Landscaping <br />design regulations, irrigation restrictions, tankless hot water heater, etc. <br />7. Board discussed what should be "required" within the City's building code <br />vs. what should be encouraged through incentives. Might be best to allow <br />Board of Appeals make those types of decisions. <br />8. Beth would like to see a more comprehensive Green Points plan like <br />Longmont's adopted by Louisville, rather than choose only a handful of <br />Green Point elements to adopt. <br />9. Board wants to get something in the books prior to building permits at the <br />North End development. <br />10. Next steps: Possibly meet with Board of Appeals to discuss ideas. Once <br />LRCAB ducks are in a row with Board of Appeals, take the idea to a study <br />session with City Council. <br />11. Board of Appeals meets 3rd Thursdays. Therefore, February would mean <br />two meetings for LRCAB. <br />12. LRCAB members will email ideas to Scott and he will gather the <br />comments together for the group. <br /> <br />Waste Connections Issue <br />1. Should the City or LRCAB host a meeting? <br />2. Jenny suggested a LRCAB goal could be to take on "pay as you throw" <br />Issue. <br />3. Billy and Mark think LRCAB should host a meeting with Waste <br />Connections but majority of Board does not. <br />4. Others see the issue as a consumer dispute issue vs. waste options <br />meeting. <br />5. Would like to make single hauler/pay as you throw a goal for 2007. <br />
