Review of proposal by City Staff. <br /> 4. Receipt of legal opinion by qualified municipal bond <br />counsel that project qualifies under applicable statutes. <br /> 5. Review by City Council and passage of resolution of <br />intent. <br /> 6. Passage of bond ordinance and approval of other <br />required documents by City Council. <br /> 7. Closing of bond sale. <br /> II. CRITERIA FOR APPROVAL. <br /> l. Compliance with Louisville Comprehensive Land Use Plan. <br /> 2. Financial benefit to the City - increase in sales <br />tax, increase in property tax base, tap fees, other benefits. <br /> 3. Creation of additional employment opportunities within <br />the City. <br /> 4. Providing for additional recreation, open space or <br />other beneficial facilities to the City. <br /> 5. Receipt of financial information concerning applicant <br />which shows adequate financial ability for project. <br /> 6. That the project may provide for a need of the community <br />which is not being currently met. <br /> 7. That there exists minimal adverse impact on the <br />municipal services. <br /> 8. That there exists no significant adverse impact on quality <br />of life in adjacent areas. <br /> 9. Other criteria which the City Staff or City Council feel <br />applies to the particular application. <br />
