City Attorney Light confirmed the Home Rule Charter requires City <br /> Council Rules of Procedures. This is to identify procedural matters such as public <br /> hearings, lack of quorum and the cancellation of meetings. City Manager Fleming will <br /> draft City Council's Rules of Procedures for Council consideration. <br /> ORDINANCE No. 1589, SERIES 2011 AN ORDINANCE OF THE CITY OF <br /> LOUISVILLE EXTENDING THE TEMPORARY MORATORIUM ON THE <br /> ACCEPTANCE, PROCESSING, OR ISSUANCE OF APPLICATIONS OR REQUESTS <br /> FOR BUSINESS REGISTRATION, SALES TAX LICENSES, BUILDING PERMITS, <br /> AND CERTIFICATES OF OCCUPANCY FOR MEDICAL MARIJUANA <br /> DISPENSARIES WITHIN THE CITY OF LOUISVILLE 1 Reading Set Public <br /> Hearing 02/15/11 <br /> Mayor Sisk requested a City Attorney introduction. <br /> City Attorney Light read Ordinance No. 1589, Series 2011. <br /> Mayor Pro Tem Marsella asked why the Staff is only asking for an additional 30 days. <br /> Deputy City Manager Balser explained the Planning Commission continued their <br /> discussions on Medical Marijuana and require more time to forward a recommendation <br /> to the City Council. Additionally, the State must promulgate rules by July 31st, but may <br /> put some rules in place earlier. She noted it would be to the City's advantage to have <br /> their rules and procedures in place before the State, as the City's may be more <br /> stringent. <br /> MOTION: Mayor Sisk moved to approve Ordinance No. 1589, Series 2011 on first <br /> reading, ordered it published and set a public hearing for February 15, 2011, seconded <br /> by Mayor Pro Tem Marsella.
