RESOLUTION NO. 44, SERIES 1999 - A RESOLUTION APPROVING AND <br />ADOPTING AN AMENDMENT TO THE COMPREHENSIVE DEVELOPMENT <br />PLAN OF THE CITY OF LOUISVILLE TO AMEND THE CITY'S URBAN <br />GROWTH BOUNDARY <br /> <br />Davidson called for staff presentation. <br /> <br />Paul Wood, Planning Director, explained that the Denver Regional Council of <br />Governments (DRCOG) adopted the Metro Vision 2020 regional comprehensive plan in <br />March 1997 for the eight county metropolitan planning area. One of the elements of that <br />plan included a goal of establishing an urban growth boundary of 700 square miles. One <br />of the strategies for implemen,ting the core elements of the Metro vision 2020 Plan is to <br />utilize the Transportation Improvement Program (TIP) evaluation criteria to integrate <br />regional development and transportation plans. The TIP schedules and budgets regional <br />transportation funds in six-year cycles. A jurisdiction can earn additional evaluation <br />criteria points by adopting an urban growth boundary. The City has submitted four TIP <br />applications for transportation improvements. Projects must attain 100 points, on average, <br />to be eligible for TIP funding. By adopting the urban growth boundary as an amendment <br />to the City's Comprehensive Plan, the City improves its chances for funding. <br /> <br />Davidson called for Council comments and questions. <br /> <br />Mayer asked the Planning Department staff why the water treatment plant was not <br />included in the urban growth boundaries and expressed concern that the City is <br />publishing an incorrect map. <br /> <br />Manjeet Ranu, Planner II, explained that the map was produced by DRCOG and not by <br />the City of Louisville. He stated that the map would be adopted, with Council' s approval, <br />through an amendment to the City's Comprehensive Plan. He explained that it is an <br />advisory document, however, he agreed to request that DRCOG amend the map to <br />include the water treatment plant. <br /> <br />Mayer questioned whether DRCOG based the map on the City's initial presentation. He <br />stated that there are also a number of properties that have been purchased jointly with <br />Boulder County as open space and should be removed from the map. <br /> <br />Ranu replied that the map could be updated to reflect those changes. He explained that <br />the south sub-area comprehensive plan is anticipated in the near future and staff felt that <br />an incremental approach to amending the map provided by DRCOG would be <br />appropriate. <br /> <br />Mayer suggested that requesting an update that included the removal of some properties <br />would be received more favorably by DRCOG. <br /> <br />4 <br /> <br /> <br />
