WHEREAS, the City Council, having considered the evidence and testimony presented in <br />support of and in opposition to the Conditions Survey, and so having considered the legislative <br />record and given appropriate weight to the evidence, <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br />OF LOUISVILLE, COLORADO: <br />Section 1. The City Council finds, determines and declares that the following conditions <br />exist in the area described in Section 2 hereof: <br />(a) Slum, deteriorated, or deteriorating structures; <br />(b) Predominance of defective or inadequate street layout; <br />(c) Faulty lot layout in relation to size, adequacy, accessibility, or usefulness; <br />(d) Unsanitary or unsafe conditions; <br />(e) Deterioration of site or other improvements; <br />(f) Unusual topography or inadequate public improvements or utilities; <br />(g) The existence of conditions that endanger life or property by fire or other causes; <br />(h) Buildings that are unsafe or unhealthy for persons to live or work in because of building <br />code violations, dilapidation, deterioration, defective design, physical construction, or <br />faulty or inadequate facilities; <br />(i) Environmental contamination of buildings or property; and <br />(j) The existence of health, safety, or welfare factors requiring high levels of municipal <br />services or substantial physical underutilization or vacancy or sites, buildings or other <br />improvements. <br />Section 2. The following described area is found and declared to be a blighted area as <br />defined in the Law and appropriate for inclusion in an urban renewal project pursuant to the Law. <br />This is a legislative finding by the City Council based upon the Conditions Survey and other <br />evidence presented to City Council. The blighted area is described as follows: <br />DESCRIPTION OF HIGHWAY 42 REVITALIZATION AREA <br />A tract of land within the City of Louisville, located in Sections 4, 5, 8 and 9, Township 1 South, Range 69 West of the <br />Sixth (6th) Principal Meridian, County of Boulder, State of Colorado, said tract being more particularly described as <br />follows: <br />Commencing at the Southeast comer of Section 8; thence North 00 °32'00" East, along the east line of Section 8, a <br />2 <br />
