<br />There is created and established a horticulture and forestry advisory board <br />(HF AB), consisting of up to seven members. All HF AB members shall be <br />residents of the city and shall be appointed by the city council and the mayor. <br />Representatives from the department of land management will serve as staff <br />members to the HFAB. <br />Sec. 14.20.030. Term of office. <br />An HF AB member's term of office shall be two years, except for not more than <br />two, one-year appointments to be made in 2008. Terms shall expire on the last <br />day of the calendar year of the final year of the member's tenure. Appointments <br />shall be made such that at least three terms of office shall expire each year. In the <br />event of any vacancy, the remaining term shall be filled by appointment of the <br />mayor. <br />Sec. 14.20.040. Compensation. <br />All members of the HFAB shall serve without compensation. <br />Sec. 14.20.050. Alternate member. <br />In addition to the regular members of the HF AB, the mayor may appoint one <br />alternate member for a term of two years. The alternate member shall serve <br />without compensation. In the event that any regular member of the HF AB is <br />temporarily unable to act owing to absence from the city, illness, interest in a <br />matter before the HF AB, or any other cause, the absent member's place may be <br />taken during such time by the alternate member who shall have all the powers of a <br />regular member while serving in the place of a regular member. <br />Sec. 14.20.060. Duties and responsibilities. <br />The duties and responsibilities of the HF AB shall be listed in the HF AB' s by- <br />laws, which shall be subject to approval by resolution of the City Council. In <br />addition, the HF AB shall hear appeals of decisions of the city forester concerning <br />licensing of arborists and removal of trees as provided in Chapter 8.12 of this <br />Code. <br />Sec. 14.20.070. Operating procedures. <br />The HFAB shall make and formulate its own by-laws, which shall be available at <br />the premises where the proceedings of the HF AB are normally conducted, and <br />shall keep minutes of all its proceedings. A majority of the members of the HF AB <br />constitute a quorum for the transaction of business. <br />2 <br />
